德阳国家高新技术产业开发区（以下简称“德阳高新区”）成立于2015年9月，其前身是1991年成立的四川广汉经济开发区，2015年经国务院批复升级为国家高新技术产业开发区。 德阳高新区位于广汉南部，属“成渝经济圈”和“成绵德高新技术产业带”中心地段，距双流国际机场50公里、青白江国际物流7公里、成都主城区24公里、德阳市区19公里，拥有“南融成都、北接德阳”的得天独厚区位优势。
Deyang National High-Tech Industrial Development Zone (hereinafter referred to as “Deyang High-Tech Zone” or “the Park”) was founded in September 2015, formerly known as “Sichuan Guanghan Economic Development Zone” which established in 1991, and was approved to be upgraded to a national high-tech industrial development zone by the State Council in 2015. Deyang High-Tech Zone, located in South Guanghan, is in a central area of the “Chengdu–Chongqing Economic Zone” and the “Chengdu–Mianyang–Deyang High-Tech Industrial Belt”. It is 50 kilometers from Chengdu Shuangliu International Airport, 7 kilometers from the Western Railway Logistics Center in Qingbaijiang District, 24 kilometers from the main urban area of Chengdu, and 19 kilometers from downtown Deyang. It owns a unique location advantage of “integrating with Chengdu in the south, and bordering with Deyang in the north”.
德阳高新区规划面积68平方公里，其中建成区28平方公里，扩展区规划面积40平方公里。 2017年，全区完成规上工业总产值871.3亿元，同比增长19.8%；完成销售收入844.7亿元，同比增长19.3%；实现利税92.9亿元，同比增长18%；实现利润73.8亿元，同比增长17%。 截止2017年末，建成省级以上的油气装备科研机构和成果转化机构34家，其中国家重点实验室、工程实验室和企业技术中心7家，国家级高新技术企业8家，院士专家工作站4家，博士后工作站5家。 园区企业年研发投入达26亿元，科研经费投入占销售收入的比重达到3.1%。 已有高新技术企业40户，占园区实有企业的16.8%，高新区技术企业实现营业收入362亿元，占园区规上工业营业收入的40.1%。
The planning area of Deyang High-Tech Zone reaches 68 square kilometers, including a built-up area of 28 square kilometers and an expansion area of 40 square kilometers. In 2017, the total industrial output value of the industrial enterprises above designated size in the Park reached RMB 87.13 billion, a year-on-year increase of 19.8%; the sales revenue was RMB 84.47 billion, a year-on-year increase of 19.3%; the profit and tax achieved RMB 9.29 billion, a year-on-year increase of 18%; profits reached RMB 7.38 billion, a year-on-year increase of 17%. By the end of 2017, there had been 34 research institutions for oil and gas equipment and institutions for achievement transformation at the provincial level or above, including 7 national key laboratories, engineering laboratories and enterprise technology centers, as well as 8 national high and new technology enterprises (HNTEs), 4 academician expert workstations, and 5 postdoctoral workstations. The R&D investment of enterprises in the Park reaches RMB 2.6 billion, of which scientific research funds account for 3.1% of the sales revenue. There are 40 HNTEs, accounting for 16.8% of the enterprises in the Park, which have achieved the operation revenue of RMB 36.2 billion, accounting for 40.1% of the revenue of the industrial enterprises above designated size.
德阳高新区已经形成高端装备制造、生物医药和新材料三大主导产业。 油气装备产业形成了以四川宏华、宝石机械等近300家关联企业共生发展的中国最大的油气装备制造产业集群，产品涵盖“钻、控、采、输及服务”整个环节。 通用航空产业拥有中国民航飞行学院、西林凤腾、凌峰航空等大型院校以及制造和服务企业，被列为四川省通航产业基地，并拥有全国唯一“通用航空创新型产业集群”。 作为四川最大的医药产业聚集园区，高新区现有各类医药企业32家，形成了以传统医药企业为骨干，新型生化企业为支撑的产业集群，“中药现代化科技产业示范基地”初具规模。 新材料产业基础坚实。 高新区拥有新材料企业30余户，黄铭锂能源“非氟化氢分子级制备六氟磷酸锂工艺”是中国工程院和四川省战略合作协议共同推进的重大项目，是国家863计划项目。 三星铝业是铝型材国家标准起草单位、中国工业铝型材十强企业。 科力特已通过欧盟绿色ROHS认证、WRAS英国水务中心饮用水安全认证，硬质合金密封件产品75%出口亚洲、北美、欧洲等地区。 上之登新材料专门从事高性能树脂及先进复合材料的研发工作，苯并噁嗪耐高温树脂等系列产品主要应用于航空航天、石油化工等领域，填补了国内相关领域研发空白。
Three dominant industries have formed in Deyang High-Tech Zone, including high-end equipment manufacturing, biological medicine and new materials. There is the largest industrial cluster for oil and gas equipment, in which nearly 300 affiliated enterprises, such as Honghua Group and Baoji Oilfield Machinery Co., Ltd., with a wide range of products covering “drilling, controlling, exploiting, transmitting services”. With numerous large universities, and manufacturing and service enterprises in the general aviation industry, such as Civil Aviation Flight University of China, Xilin Fengteng General Aviation Co., Ltd., and Sichuan Lingfeng Aviation Hydraulic Machinery Co., Ltd., the Park has been included into the “Sichuan General Aviation Industrial Bases”, and possesses the only “Innovative Industrial Cluster of General Aviation” in China. As the largest park where the medical industry gathers, there are 32 various pharmaceutical enterprises in Deyang High-Tech Zone. An industrial cluster based on traditional pharmaceutical enterprises and supported by new biochemical enterprises has been formed, and the “technological industrial demonstration base for the modernization of traditional Chinese medicine” has taken shape. New Materials boast solid industrial foundation. There are more than 30 new material enterprises in Deyang High-Tech Zone. “A process for molecular preparation for lithium hexafluorophosphate without hydrogen fluoride” of Sichuan Huangming Lithium Energy Technology Co., Ltd. is a key project co-promoted by the Chinese Academy of Engineering and Sichuan province under a strategic cooperation agreement, as well as the “863” program of China. Sichuan Sanxing New Material Technology Co., Ltd. is one of the drafters of national standard of the aluminum profile, and one of the China Top 10 Industrial Aluminum Profile Enterprises. KLT Carbide Co., Ltd. has obtained the certification of the Restriction of Hazardous Substances (ROHS) of the European Union, and the Water Regulations Advisory Scheme (WRAS) of Water Regulations Center in the UK. 75% of products of hard alloy sealing rings have been sold to such regions as Asia, North America and Europe. Sichuan Shangzhideng New Materials Co., Ltd. specializes in the research and development of high-performance resins and advanced composite materials. The series of products, such as the benzoxazine resins with high heat resistance, are mainly applied to the fields of aerospace and petrochemical engineering, supplying a R&D gap in the related fields domestically.
目前，通过优化园区功能、强化产业链条、扶持重大项目、支持科技研发、腾笼换鸟等措施，着力构建新型标准及产业体系，大力发展通用航空、医药两大主导产业，注重发展新技术、高端装备制造、生产性服务业三大特色优势产业，打造“2+3”的高端产业发展格局，推动产业高端化、集群化、标准化发展。
Currently, through the measures of optimizing the functions of the Park, strengthening the industrial chain, supporting major projects and technological R&D, changing from old industries to new ones, it focuses on the building of new standards and industrial systems, vigorously develops two dominant industries—general aviation and medicine, and pays much attention to three characteristic and advantageous industries—new technology, high-end equipment manufacturing and producer services, so as to create a high-end development pattern of “2 + 3” industries, and promote the high-end oriented, clustering and standard development.
德阳高新区按照“建设最高品质城市、入驻最高科技企业”的原则，在扩展区规划打造以三星湖为核心，智慧岛、智造岛、航空岛、文化岛、健康岛、保税岛六大特色产业岛环绕的“一湖六岛”空间布局，构筑“两环六廊”的景观框架，建设5A级景区标准高品质城市生态空间，努力建成国家全面创新改革试验区的先行区、四川内陆经济开放的先导区、引领成德同城化发展的成都现代化国际化大都市的北部明珠。
Deyang High-Tech Zone, according to the principle of “building the highest-quality city, and attracting the top tech enterprises”, plans to create a space layout of “one lake and six islands” in the expansion area: centered on San xing Lake and surrounded by six distinctive industrial islands—Wisdom Island, Intelligently-made Island, Aviation Island, Culture Island, Health Island, and Bonded Island. It will construct a view frame of “two rings and six corridors”, build the high-quality urban ecological space with the standards of 5A-level scenic areas, and strive to establish the pilot area for the national comprehensive innovation reform pilot zone, the leading region for the inland economic opening-up of Sichuan, and a northern “pearl” of Chengdu as a modern and international metropolis, to lead Chengdu-Deyang Integration.
德阳高新区有优惠的鼓励政策，围绕产业项目建设发展相继制定出台了生物医药、医疗器械、通用航空、创新创业四个“黄金八条”，对到高新区投资发展的各类企业、项目或团队最高给予2000万元的扶持补贴。
With preferential policies for encouragement, Deyang High-Tech Zone, centered on the construction and development of industrial projects, has enacted “Eight Golden Principles” in the four fields—biological medicine, medical equipment, general aviation and innovation and entrepreneurship, providing the support subsidy of RMB 20 million at most for all kinds of enterprises, projects or teams invested and developed in the Park.
