Sichuan DOC Deputy Director Zhou Wanshan Meets with Japanese Guests
9月29日下午，受在省委参加会议的刘欣厅长委托，周万山副厅长在厅外宾会见室会见日本三菱日联银行执行董事兼（中国）有限公司行长大和健一、成都分行行长牛崎彬、成都分行副行长杜勇先生一行。
On the afternoon of September 29, Zhou Wanshan, deputy director general of Sichuan Provincial Department of Commerce (DOC) was commissioned by the Sichuan DOC Director General Liu Xin who was attending a meeting in the provincial Party committee to meet with guests in the foreign guest reception room. The present guests include Yamato Kenichi, executive director at MUFG Bank Ltd. and General Manager at MUFG Bank (China), Ltd. (MUFG China for short); Niu Qibin, head of MUFG China Chengdu Branch; Du Yong, deputy head of MUFG China Chengdu Branch, etc.
周万山副厅长向日本客人简要介绍了四川开放型经济发展的情况、四川与日本经贸合作的情况、我厅落实省委提升东向开放合作战略的打算，指出日本三菱日联银行是日本五大金融机构中唯一在四川设立分行的世界500强企业，2007年以来与四川保持了长期有效的合作，在为在川日资企业提供金融服务方面做了大量的工作，分享了四川改革开放的红利，达到了合作互利共赢的效果，随着四川深入实施“四向拓展、全域开放”特别是提升东向开放合作水平的战略部署，营商环境的进一步改善，四川国际“朋友圈”的不断扩大，四川企业“走出去”步伐的加快，三菱日联银行在四川将有更大的发展，对促进四川与日本的经贸合作将发挥越来越重要的作用，希望三菱日联银行在日本更多地宣传四川的发展优势、投资政策、营商环境和美好愿景，带动更多的日本企业来四川投资兴业发展，同时按照法律法规的规定对四川企业开展金融服务，在有条件的市设立代表处，参与四川组建省级银行的工作，支持四川的国家级经开区、国别产业园区、国际合作园区建设，开展务实合作，巩固提升四川与日本的经贸合作关系。
Deputy Director Zhou Wanshan gave a brief introduction to the open economy of Sichuan, the status quo of the economic and trade cooperation between Sichuan and Japan as well as Sichuan DOC’s plan for boosting the opening-up eastward cooperation strategy. He indicated that MUFG Bank was the only world top 500 Japanese financial institution that has set up a branch in Sichuan. The company has maintained a long-term effective partnership with Sichuan, played a significant role in providing financial services for Japan-funded enterprises in Sichuan and shared the benefits from the reform and opening-up of Sichuan since 2007. A mutually beneficial cooperation has thus been achieved. As Sichuan goes further in implementing the strategy of “expanding in all directions and all-round opening-up”, especially in the advancement of the opening-up eastward strategy, the business climate has been improved; Sichuan has continued to expand its cooperation with international partners; and Sichuan enterprises has accelerated their paces in “going global”. These have played increasingly important roles in promoting the economic and trade cooperation between Sichuan and Japan. Zhou expressed his expectation that MUFG Bank would work to publicize in Japan the development advantages, investment policies, business climate and bright prospect in Sichuan, thus attracting more Japanese enterprises to invest in Sichuan and provide financial services for Sichuan enterprises in accordance with relevant laws and regulations. He also hopes that Japan-funded enterprises may set up offices in suitable cities of Sichuan, participate in Sichuan government’s work on organizing provincial-level banks and support the construction of national-level economic development zones, international industrial parks and international cooperation parks, so as to consolidate the economic and trade partnership between Sichuan and Japan with more pragmatic cooperation projects.
大和健一先生简要回顾了三菱日联银行与四川省政府签署战略合作框架协议书以来，双方积极履行义务、开展合作的情况，感谢长期以来商务厅给予三菱日联银行在四川投资发展的支持，表示三菱日联银行将与四川保持密切合作，将开展对四川各地的调研，扩大在四川的业务，支持四川企业开展外经贸业务，更好地宣传推介四川的优质项目，引荐一些日本企业来四川考察，起好四川与日本经贸合作的桥梁作用。三菱日联银行（中国）有限公司及成都分行将继续加强与四川省政府及相关部门的合作，共同促进日本与四川的经贸合作上台阶。
Mr. Yamato Kenichi reviewed the active performance and cooperation between MUFG Bank and Sichuan Provincial Government since the signing of the strategic cooperation framework agreement. He expressed his gratitude for Sichuan DOC’s support for the investment and development of MUFG Bank in Sichuan. According to Mr. Yamato, the Bank will maintain its close cooperation with Sichuan and conduct investigation in various regions of Sichuan so as to expand its business there; it will make efforts on acting as a bridge for the economic and trade cooperation between Sichuan and Japan, particularly on providing support for Sichuan enterprises to develop foreign trade business, promote quality projects in Sichuan and recommend Japanese enterprises to conduct investigation in Sichuan. MUFG Bank China and its Chengdu Branch will continue to intensify the cooperation with Sichuan Provincial Government and other departments concerned and join hands with them to advance the economic and trade cooperation between Japan and Sichuan to a higher level.
宾主双方对四川在第二届中国国际进口博览会期间举办日本企业恳谈活动的有关问题作了商讨，表示将积极工作，推动活动成功举办。
Sichuan DOC and MUFG Bank China discussed issues in relation to the Talks with Japanses Eneterprises to be held during the 2nd China International Import Expo. Both parties declared they would make active efforts for the success of the activity. |
