为贯彻落实党中央、国务院和省委、省政府有关稳经济、稳增长、稳市场主体的工作部署，在“商务政策落实季”期间，四川省商务厅副厅长梁勇带队深入东方电气集团国际合作公司、四川公路桥梁建设集团有限公司等企业开展调研指导。

调研期间，梁勇副厅长与企业负责人面对面座谈交流，了解对外承包工程项目建设进展及存在的具体困难和问题，听取相关意见建议，围绕境外项目疫情防控、海外市场开发、联营体组建等进行了交流，并针对四川路桥提出的争取援外项目、协助海外工程管理人才引进、与商务部国际经济合作事务局加强联系等诉求一一进行答复。
During the inspection, Deputy Director Liang Yong had a face-to-face discussion with the enterprise heads, learned about the construction progress and specific difficulties and problems with contracted foreign projects, listened to opinions and suggestions, exchanged views on epidemic prevention and control in overseas projects, overseas market development, the establishment of joint ventures, etc. Besides, he also responded to Sichuan Road and Bridge's demand for foreign aid projects, assisting in the introduction of overseas project management talent, and strengthening ties with the International Economic Cooperation Bureau of the Ministry of Commerce.
梁勇副厅长表示，当前经济下行压力持续加大，党中央、国务院作出了系列重大部署，省第十二次党代会提出“讲政治、抓发展、惠民生、保安全”的工作总思路，省委要求全力以赴拼经济搞建设，此次到企业调研主要是了解企业海外项目的进展情况，听取企业对于如何加快“走出去”步伐的意见和建议，为企业在“走出去”过程中遇到的困难进行答疑解惑、排忧解难，做好服务工作，提升企业的海外业务信心，增强在国际工程市场中的竞争力。希望企业进一步做到：一是切实落实境外项目疫情防控主体责任，防范各类重大风险，在做好境外项目疫情防控的基础上，积极开拓海外市场，稳妥推进项目建设；二是强化责任担当，积极参与对外经济合作，实现抱团出海，推动四川优势产业走出去；三是完善海外布局，加快三外融合，深植传统业务，拓展新型业态，坚定不移地落实国家的战略部署，在海外竞争中实现企业成长壮大。

CPC Sichuan Provincial Committee demanded that all efforts should be made to achieve economic development. This enterprise inspection aims to learn about enterprises' progress in overseas projects, listen to enterprises' opinions and suggestions on how to speed up the pace of "going global", answer questions and solve problems for enterprises that "go global", deliver services for them, and enhance their overseas business confidence and their competitiveness in the international engineering market. Enterprises are supposed to accomplish the following tasks. First, enterprises should take on the main responsibility for epidemic prevention and control in overseas projects, guard against all kinds of major risks, actively explore overseas markets and steadily promote project construction on the basis of excellent epidemic prevention and control in overseas projects. Second, enterprises should heighten the sense of responsibility, actively participate in foreign economic cooperation, join forces when going global, and promote Sichuan's competitive industries overseas. Third, enterprises should improve the overseas layout, speed up the three integrations, carry on traditional businesses, create new business types, unswervingly implement national strategies, and achieve growth in overseas competition.
