From November 1-2, Xu Yixin, Secretary of the Party Leading Group and Director of the Sichuan Provincial Department of Commerce, led a delegation to Heishui County to investigate for targeted assistance. Liu Xue, Second-level Inspector and Office Director, and officials of the Department’s Finance Division and General Affairs Division participated in the investigation.
徐一心率领四川省火锅协会、四川省国际商务发展促进会、四川商投集团天府优选公司等行业商协会、电商和餐饮企业在黑水县举行农副产品采购协议签署仪式，与黑水县相关单位签署共建火锅食材直采基地战略合作协议和农副产品采购与业务合作协议，现场签约3320万元。黑水县藏香猪、牦牛肉、跑山鸡、鸡蛋、大蒜、菌菇、矿泉水等优质特色产品将通过线上线下渠道走进北京、成都、广州、西安等城市老百姓餐桌。促成本次合作是商务厅党组深入贯彻落实中央和省委、省政府巩固拓展脱贫攻坚成果同乡村振兴有效衔接决策部署的具体举措，将调动各方积极性助力黑水县发展乡村特色产业，支持农产品流通企业、电商、批发市场与黑水县特色产业精准对接，对黑水县产业发展具有重要的带动作用。
Led by Xu Yixin, Sichuan Province Hot Pot Association, Sichuan International Business Development Promoting Association, Sichuan Commercial Investment Group Co., Ltd., and other industrial business associations and e-commerce and dining enterprises participated in the signing ceremony for agricultural and sideline product procurement agreements held in Heishui County. They signed strategic cooperation agreements on co-building a hot pot ingredient direct procurement base and agricultural and sideline product procurement and business cooperation agreements with relevant units in Heishui County, with a contract amount of RMB 33.2 million. Thanks to the cooperation, high-quality specialty products such as Tibetan pigs, yak meat, free-range chicken, eggs, garlic, mushrooms, and mineral water will enter markets in Beijing, Chengdu, Guangzhou, Xi’an, and other cities through online and offline channels. Facilitating this cooperation is a specific measure taken by the Party Leading Group of the Sichuan Provincial Department of Commerce to implement decisions and deployments of the central government thoroughly, the provincial Party committee, and the provincial government on consolidating poverty alleviation achievements and effectively linking rural revitalization. It will mobilize the enthusiasm of all parties involved to help Heishui County develop rural characteristic industries, support the accurate docking of agricultural product circulation enterprises, e-commerce, and wholesale markets with characteristic industries in Heishui County, and play a crucial driving role in the industrial development of Heishui County.
随后，调研组赴雷大碉村、木苏村调研乡村建设情况，看望慰问驻村帮扶干部，听取当地群众帮扶诉求。徐一心强调，商务厅要做好帮扶需求整合，统筹商务优势资源，找准问题切入点、着力点，针对性地解决帮扶地区问题，充分发挥商务职能优势，加强对帮扶地开展电商、直播等各类技能人才培训，扎扎实实为当地多办几件民生实事；黑水县要立足本地禀赋，发挥比较优势，谋划培育真正有市场需求、有市场潜力的产业项目和载体，增强内生动力，推动三次产业融合发展，有效带动乡村振兴；挂职帮扶干部要务实深耕、人在心在，搭好沟通桥梁，精准发力，推动帮扶措施落地落实。
Subsequently, the investigation team went to Leidadiao Village and Musu Village to investigate the rural construction, visit village-based poverty alleviation officials, and listen to the local people’s demand for assistance. Xu Yixin emphasized that the Department of Commerce should do a good job in integrating assistance needs, coordinate advantageous business resources, find out the starting point and focus of problems, solve the problems in targeted areas, give full play to the advantages of commercial functions, strengthen training for talent people in e-commerce, live-streaming, and other skills in poverty-stricken areas, and solidly do more practical things for local people’s livelihood. Based on local conditions, Heishui County should give full play to its comparative advantages, plan and cultivate industrial projects and carriers with real market demand and potential, enhance endogenous power, promote the integrated development of the primary, secondary, and tertiary industries, and effectively drive rural revitalization. Temporary poverty alleviation officials should be pragmatic and people-oriented, build communication bridges, and make targeted efforts to promote the implementation of assistance measures.
今年以来，商务厅加大投入、调动资源，着力促进黑水县县域商业建设、支持中心镇农贸市场建设、推广黑水县农特产品、开展电商能人技能扶持计划、创新开展“机关+协会+村”的党建联动共建举措，取得了积极成效。
Since this year, the Sichuan Provincial Department of Commerce has increased investment and mobilized resources to focus on promoting county-level commercial construction in Heishui County, supporting the building of farmer’s markets in central towns, promoting agricultural specialties in Heishui County, carrying out skill support programs for e-commerce talent, and innovatively carrying out “government department + association + village” party building joint construction measures, which have achieved positive results.
