Implementation Opinions of the People’s Government of Sichuan Province on Advancing the Innovation and Improvement of State-level Economic and Technological Development Zones in Sichuan and Promoting New Heights for Reform and Opening up

The people’s governments of cities (autonomous prefectures), departments of the People’s Government of Sichuan Province and the institutions directly under it, and relevant institutions,


    For the purpose of accelerating innovation and promoting development, deepening international economic and trade cooperation, fostering new drivers of growth and promoting new heights for reform and opening up of state-level economic and technological development zones (hereinafter referred to as the “economic development zone”) in Sichuan Province, the Implementation Opinions are hereby issued.


    I. Overall Requirements


    We should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; implement the guiding principles of the Party’s 19th National Congress and the second, third, and fourth plenary sessions of its 19th Central Committee, and the third, fourth, fifth and sixth plenary sessions of the 11th CPC Sichuan Provincial Committee in full; apply the new development philosophy; pursue supply-side structural reform as our main task, high-quality development as our core goal, and stimulation of foreign economic vitality of as the foothold; advance the innovation in opening, science and technology and systems of economic development zones; improve the level of openness, cooperation and economic development; and promote new heights for reform and opening up.



    II. Major Tasks


    

(1) Promoting the reform on management system. We should encourage the local governments to link the organization structuring and staffing of economic development zones with their development indicators; straighten out responsibility relations between the administration and local party commissions, governments and their departments, and promote the simple, coordinated and efficient management; explore the empowerment of economic development zones for economic administration authority equal to local governments; encourage local governments to improve the mechanism for exchanges between the economic development zones and cadres of government bodies directly under the people’s governments of cities or counties (districts). (2) Deepening the reform of “streamlining administration, delegating power, improving regulation and upgrading services”. We should allow economic development zones to set up administrative approval agencies in accordance with relevant rules for staffing administration; give economic development zones the relevant provincial and municipal approval authority on economic administration through delegation of power by the provincial government or the empowerment of the local government in accordance with laws and regulations; make public the information service platforms for administrative approval, data collection, information statistics and documents submission on finance, human resources and social security, education, civil affairs, medical care, health, civil air defense and natural resources in accordance with laws; explore the implementation of such models as building before examination, fault tolerance approval and commitment system plus recordation system for investment projects of enterprises; reform the approval system for construction projects to pursue the “integration of four items”, namely approval procedures, information data platform, approval management system and regulation mode, of these projects. (3) Optimizing the administration mechanism of development and construction entities and operators. We should support the development and construction entities in accelerating asset restructuring and optimization of ownership structure; support the platform companies in smooth transition, expansion of financial channels, and increase of direct financing by “revitalizing existing assets and transforming new assets”; support the measures issued by local governments to advance the mixed-ownership reform of platform entities, and assist excellent entities which gradually meet the listing requirements in operating ability and profitability in filing for an IPO and going public. Relevant departments (units) directly under the People’s Government of Sichuan Province should explore the establishment of leading group for listing work of platform companies in economic development zones and implement policies for rewards and subsidies. (Sichuan Securities Regulatory Bureau of the China Securities Regulatory Commission, Sichuan Provincial Department of Finance, Sichuan Provincial Department of Economy and Information, Sichuan Provincial Administration of Local Finance Supervision and Sichuan Provincial Department of Commerce should be responsible for the tasks with the people’s governments of relevant cities according to the division of duties.)


(4) Improving performance assessment and incentive mechanism. We should support economic development zones in innovating employment mechanism and implementing the engagement system and performance assessment system after they are approved; improve performance assessment methods, carry out the system of pay for better performance, and lean towards personnel with outstanding performance in distribution of income; allow the implementation of such distribution methods as part-time job and salary system, annual salary system and negotiated wage system for qualified personnel in accordance with relevant provisions; support the model of investment partners or contract-based civil servants. The negotiated wage system should be implemented for personnel recognized as contract-based civil servants by administrative departments of civil servants in the provincial level or above in accordance with relevant provisions. The civil servant or civil servant team with outstanding performance, achievements and contribution should be rewarded in accordance with relevant provisions (Organization Department of the Sichuan Provincial Party Committee, Sichuan Provincial Department of Human Resources and Social Security and Sichuan Provincial Department of Finance should be responsible for the tasks with the people’s governments of relevant cities according to the division of duties.)


(5) Copying and publicizing the experience on reform of pilot free trade zones. We should prioritize our support for economic development zones in competing for the pilot zone for coordinated reform of Sichuan Pilot Free Trade Zone; speeding up the process of copying and publicizing the reform experience on business negotiation system, transformation of government functions, investment and financing system, trade facilitation and building of business environment of free trade pilot zones comprehensively; take the lead in piloting reform measures, and support the innovation in systems which is advanced according to laws and regulations, with the improvement of investment and trade facilitation as the core. (6) Optimizing investment orientation of foreign investors. We should encourage economic development zones to lay stress on bringing in the foreign-funded enterprises which are engaged in projects of the encouragement category and play a crucial role in improving the industrial chain, value chain and establishment of industrial ecology. The qualified foreign-funded enterprises may be supported through overall arrangements of relevant provincial and municipal departments (units) in the relevant fund in accordance with relevant provisions. The provincial and municipal departments of finance should make overall arrangements for the special fund to support economic development zones in infrastructure construction, investment promotion, industrial transfer and undertaking and investment environment optimization. (7) Expanding ways of utilization of foreign funds. We should support economic development zones in laying stress on bringing in multinational companies’ regional headquarters and functional institutions on R&D, finance, procurement, sales, logistics and settlement; encourage the M&A and investment of foreign capital, and improve the public service platform and M&A project library; support local governments and departments in issuing and detailing supporting policies to attract foreign investment; support the enterprises in the zone in going public, restructuring business, and financing overseas, and support enterprises’ equity financing. The enterprises which file for an IPO in domestic main-board market, SME board market and growth enterprise market, and overseas major capital markets will be granted a lump-sum subsidiary of RMB 1 million by the provincial departments of finance; for the projects of large enterprises and groups as well as listed companies in Sichuan Province that have successfully achieved M&A and restructuring through equity mergers, capital increase and share expansion, equity replacement and legal auctions (exclusive of asset restructuring among subsidiary and branch companies within an enterprise), the provincial departments of finance will offer a subsidiary no more than RMB 4 million based on a certain proportion of the total sum of M&A and restructuring. (8) Improving the quality of foreign trade. We should support the fully-developed economic development zones in applying for construction of comprehensive bonded areas; support economic development zones which meet requirements in setting up bonded logistics centers (type B), foreign trade transformation & upgrading bases and public service platforms for foreign trade; support economic development zones in exploring deposit reduction of imported materials and parts for processing trade business of enterprises, and make convenient customs clearance policies for enterprises which are engaged in processing trade and bonded logistic business; further carry forward and gradually expand the launch of a pilot program of tariff bonds for customs clearance. (9) Promoting the development of industrial clusters. We should prioritize strategic planning of major projects for strategic emerging industries such as new-generation IT, high-end equipment, new energy and new materials and major national projects for energy and other sectors in economic development zones; give priority to the development of projects for Internet economy, platform economy, sharing economy, experience economy and other new economy in economic development zones. Various industrial investment funds should first support major projects of economic development zones. We should foster scientific and technological enterprises and high-tech enterprises and back the transformation of traditional industries with high-tech technologies. We should support the establishment of major characteristic parks featuring “5+1” industries, namely, electronic information, equipment manufacturing, food and beverage, advanced materials, energy and chemical industry, as well as digital economy, and demonstration bases for new industrialization, and foster advanced manufacturing clusters and demonstration zones for industrial pilot programs. Overall arrangements should be made with special funds for industrial development in the provincial level to support the development of parks, fostering of industrial clusters in parks and pilot and demonstration programs for industrial clusters of parks. We should set up investment funds for clusters of advanced manufacturing industries based on existing government investment funds and give full play to the role of industrial funds such as Sichuan Industrial Revitalization & Development Investment Fund. We should support the integration of funds and guide the involvement of other funds. We should expedite the introduction of advanced manufacturing enterprises, professional small giants and manufacturing enterprises for key parts and components and intermediate products and support leading enterprises in building industrial alliances. (10) Improving the development of modern service industry. Based on the “4+6” modern service system, namely four pillars of service industry: recreation, sports and tourism, financial service, modern logistics and commerce and trade, as well as six growth-type service industries: science & technology information, commerce and exhibition, human resources, catering in Sichuan style, medical care and health, and home and community service, we should accelerate the fostering of key sectors in modern service industry, promote a joint construction of clusters of modern service industry in the county level, municipal level and provincial level, and advance integration and transformation of service industry and industrial clusters. We should back the concentration of modern logistics industry into existing logistics parks. Local departments of finance may grant subsidies to enterprises which are listed in the Top 500 Service Companies of China and registered in the park. (11) Accelerating the development of green parks. We should encourage the planning and construction of green factories and supply chains and the establishment of national demonstration eco-industrial parks, demonstration and pilot parks for transformation of circular economy and national green parks. We should give full play to the role of government investment funds, support economic development zones in intensifying the circular transformation and back the projects for environment beautifying, systematic energy saving, disposal and utilization of dangerous waste by oneself and transformation of green technologies implemented by enterprises. We should encourage the participation of various funds in improvement of environment and sanitation and infrastructure construction for centralized collection and storage or comprehensive disposal of dangerous waste. We should simplify environmental impact assessment (EIA) elements for major projects in national demonstration eco-industrial parks under the premise that laws and regulations and relevant review requirements are met. We should intensify the management and control of “three lines and one list”, namely the red line of ecological protection, the bottom line of environment quality, the upper limit of resource utilization, and the environment assess negative list, carry out the EIA for park planning in accordance with laws, and pursue a coordinated development of regional economy and ecological environment. (12) Promoting the development of digital economy. We should encourage the investment and building of IT infrastructure with various funds in economic development zones which meet relevant requirements and support communication enterprises in carrying out large-scale networking of 5G networks. We should carry forward the industrial digital transformation of the enterprises in zones, accelerate the integration between new-generation IT and intelligent manufacturing equipment industry, support the establishment of centers for intelligent manufacturing and sharing manufacturing, innovation centers for digital industries, smart factories and smart workshops, and foster a group of industrial Internet platforms for vertical industry and segmentation. We should encourage the introduction of policies for development of robotics and intelligent manufacturing, build intelligent parks and demonstration parks for intelligent manufacturing and accelerate the construction of Sino-German Internet Connected Vehicle Sichuan Pilot Base. We should boost the connection and sharing for supply chains information among parks, encourage the enterprises in the parks to build intelligent warehouse platforms and the like, and explore the advancement of such demonstration projects as drone delivery. (Office of the Sichuan Provincial Cyberspace Affairs Commission, Sichuan Provincial Commission of Development and Reform, Sichuan Provincial Department of Economy and Information, Sichuan Provincial Department of Science and Technology and Sichuan Communications Administration should be responsible for the tasks with the people’s governments of relevant cities according to the division of duties.)

(13) Improving industrial innovation capabilities. We should increase the investment for infrastructure construction of major scientific and technological projects and accelerate the construction of national and provincial enterprise technology centers, industrial innovation centers, manufacturing innovation centers, industrial design centers, key laboratories, engineering research centers and engineering laboratories. We should establish distinctive carriers for “mass entrepreneurship and innovation” and demonstration bases for transformation of scientific and technological achievements and demonstrate the transfer and commercial application of innovation on green technology. Relevant departments directly under the People’s Government of Sichuan Province should provide financial support for carriers of “mass entrepreneurship and innovation” and demonstration bases for transformation of scientific and technological achievements. We should establish the performance assessment mechanism for investment of R&D and experimental development for economic development zones and increase the rewards for investment of R&D. We should support major R&D institutions and platforms for innovation in settling in economic development zones. The Sichuan Provincial Department of Science and Technology and relevant departments will give the approved foreign-funded R&D institutions a lump-sum rewards and subsidies up to RMB 1.5 million, with the limit no more than 5% of the annually approved R&D investment of the institution. If research institutions in economic development zones give the service invention transfer earnings to the scientific and technological personnel who participate in the R&D and meet the relevant provisions of the tax policy, the earnings can be reduced by 50% and counted into income from wages and salaries of scientific and technological personnel to pay the individual income tax.     (14) Participating in the construction of new western land-sea corridor actively. Relying on Chengdu and Deyang International Railway Ports, Chengdu Road Port, Neijiang International Logistics Port and Yibin Port, we should give full play to the advantages of local industries, policies and ports of economic development zones and deepen southward opening up and cooperation in such sectors as financial service, aviation and transport and logistics. We should explore the joint construction of China-ASEAN cooperation parks. The people’s governments of all cities should support the cooperation and exchanges between economic development zones and ASEAN member states. (15) Creating new carriers for international cooperation. We should back the establishment of international (regional) cooperation parks in economic development zones and encourage China Development Bank and The Export-Import Bank of China to provide long-term and low-interest loans for the parks. We should encourage institutions, enterprises and funds from Hong Kong and Macao and foreign countries to be engaged in the cooperation in equity, techniques and marketing. The provincial and municipal departments of finance should provide subsidies for projects in the parks which meet requirements in technical transformation, scientific and technological innovation and talent introduction. We should guide financial institutions in intensifying loan support for enterprises in the parks and implement rewards and subsidies policies for the first-time loan of new clients and the loan of micro and small businesses. (16) Expanding new space for regional cooperation. We should support the cooperation with other state-level economic and technological development zones in other provinces (districts and cities) in China and explore the establishment of an effective work mechanism. The departments of finance at all levels should provide support in infrastructure construction of zones with joint efforts. We should support the economic cooperation with other regions in Sichuan Province to conduct the industrial transfer and undertaking in an orderly way. We should support Guang’an City in undertaking construction of industrial transfer demonstration zones. (17) Boosting the development of city-industry integration. Under the premise that the information security is guaranteed, we should support economic development zones in sharing of the information on public resources transactions, population, transport and space and geography with relevant departments of local governments. We may establish the park spatial basic information management system on the basis of the national spatial basic information platform. We should support the planning and construction of international community and bring in world-renowned educational and medical institutions to be engaged in running schools and hospitals. (The people’s governments of relevant cities should be responsible for the tasks with Sichuan Provincial Department of Public Security, Sichuan Provincial Administration for Market Regulation, Sichuan Provincial Department of Natural Resources, Sichuan Provincial Department of Housing and Urban-Rural Development, Sichuan Provincial Department of Education, Sichuan Provincial Department of Civil Affairs and Sichuan Provincial Commission of Health according to the division of duties.)



III. Supporting Measures


(18) Improving the allocation of land resources. We should encourage the innovation of local governments on industrial land category, explore the mixed use of land and support the use of existing industrial buildings for R&D, education, old-age care and cultural and creative industry. Land for development may be reserved for major projects in economic development zones. We should lean towards economic development zones in construction land quotas and support them in application for construction of comprehensive bonded areas in land quotas. We support the practice that key projects of economic development zones are included in the list of provincial key projects and the list of new settlement of key industrial projects. We should reform the management style in which the planned quota of land is broken down with the factor method to fully guarantee the land for key projects. We should implement the land supply policies such as flexible land transfer, long-term land leasing, lease-then-sell arrangements and lease-and-sell arrangements for new industrial land. We should promote the construction of multi-story standard factory buildings and provide loans with discounted interest for construction of standard factory buildings. Apart from the underground space whose land use right for construction is specified by local people’s governments in layers, for the underground space developed for existing projects which is for private use, the additional construction area of the underground space can be provided with land approval formalities by means of a supplementary payment of the land price. We should implement the reform of “focusing on quality, not quantity” and give incentives for economic development zones with better performance. (19) Reducing the cost of energy resources. We should support the power consumers in economic development zones in market transactions for power supply. We should conduct the market-oriented reform for the non-residential use price of natural gas in accordance with the provisions. We should support the practice that the natural gas supply of the consumers in the economic development zone which meet relevant requirements shifts from “indirect supply” to “direct supply”. (20) Improving personnel policy guarantee. We should support the introduction of personnel policies based on local conditions to bring in talents in short supply and provide one-stop service for household registration. For foreign professionals in short supply, we should relax the age limit for work in accordance with relevant provisions and allow outstanding foreign overseas postgraduates with a master’s degree or above to directly work in economic development zones. We should provide convenient entry, residence and permanent residence policies for high-end foreign professionals who are brought in. We should support the joint construction of institutes of industrial technology and joint training bases for talents with higher institutions and research institutions and back the joint operation of “parks inside parks” with high-end professionals. We should build academician (specialist) workstations, industrial parks and industrial parks for human resources service and encourage the exploration and implementation of the new apprenticeship system. We should support economic development zones in establishing the talent evaluation system which leans towards enterprises and grass-roots employees.
