On April 13, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 46th Executive Meeting of the People's Government of Sichuan Province. He led the attendees to study and implement the key points of General Secretary Xi Jinping's important instructions on work safety and recent important meetings of the CPC Central Committee and the State Council, and made deployments on work safety, flood control and drought relief, economic growth stability, etc. 

　　The meeting stressed that departments at all levels in Sichuan should earnestly implement the spirits of the national teleconference on work safety, develop a clear understanding of the current grim situation of Sichuan's work safety, learn lessons from accidents, firmly uphold and practice the safe development concept of life first, strengthen the idea that prevention is superior to disaster relief, and take solid steps to see to it that the work safety responsibility system is fully fulfilled, so as to create a more secure and stable environment for economic and social development. The meeting called for efforts to comprehensively investigate and rectify potential safety risks, ensure the fire prevention and fire fighting work of forest and steppe as well as work safety in key fields such as hazardous chemicals, coal mines, non-coal mines, construction sites, transportation, etc., and continue to do a good job in the safety precautions while resuming work and production, so as to resolutely prevent major accidents. The meeting called for efforts to practically launch the three-year special rectification campaign of work safety, and for long-standing major latent risks, Sichuan should take long-term precautions, and establish and improve the monitoring and emergency response system, so as to continually modernize the work safety governance system and capacity. The meeting called on to carry out uninformed inquiries, supervisions and inspections, and promote the implementation of work safety and responsibilities of the CPC Central Committee, the State Council, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province. 

　　The meeting stressed that departments at all levels in Sichuan should implement the deployments made by the national teleconference on flood control and drought relief, further fulfill the flood prevention responsibilities, carry out screening and rectification of hidden risks threatening flood prevention work, strengthen the monitoring, forecast and early warning system, and tighten the disaster emergency network. The meeting called for concentrated efforts to guard against over-level flood, ensure safety in the high water season and control mountain torrent disasters, improve the plan and work process of disaster prevention and relief in drills, make more meticulous preparations in terms of disaster prevention and relief materials, personnel and engineering, and carry out scientific and efficient emergency response and disaster relief in case of danger, so as to better protect people's lives and property. 

　　The meeting debriefed Sichuan's economic performance, calling on departments at all levels to develop an accurate understanding of Sichuan's economic situation and the impact the COVID-19 had caused on Sichuan's economic performance and industrial structure, boost their confidence in overcoming the difficulties, strengthen their bottom-line thinking, enhance their risk awareness, adhere to problem-oriented, goal-oriented and result-oriented development, fully implement the policies and measures on coordinately promoting epidemic prevention and control as well as economic and social development required by the CPC Central Committee, the State Council, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, make every attempt to help enterprises to resume work and production and produce in a full capacity, make every effort to expand effective investment, actively expand the consumer demand, pool strength to stabilize foreign trade and attract foreign investment, strive to stabilize employment, stabilize prices and ensure people's livelihood, work hard to complete the objectives and tasks of the year, ensure the poverty alleviation work and the goal of building a moderately prosperous society in all respects are fully achieved, and realize a successful completion of the 13th Five-year Plan.
