On the morning of May 9, the Third Session of the Thirteenth Sichuan Provincial People's Congress was held in Chengdu. The meeting debriefed on the work report delivered by provincial governor Yin Li on behalf of the People's Government of Sichuan Province.

　　Yin Li pointed out it that considering the widespread and far-reaching impact and the great uncertainty of COVID-19, and according to the situation that the economic and social development of Sichuan Province has basically been in line with the national trend over the years, the report put forward the main expected goals of Sichuan ’s economic and social development this year: the GDP growth rate of the whole province will be about two percentage points higher than that of the whole country, the CPI will rise by about 4.5%, and tasks for environmental protection as well as energy conservation and emission reduction assigned by the state will be completed. The guarantee for people's safety and health must be regarded as the top priority, for which Sichuan must establish a regular prevention and control mechanism, take resolute measures to prevent imported cases and ensure prevention and control in urban and rural communities; Sichuan will give full play to the role of medical and health institutions and professional forces in epidemic prevention and control, double efforts to discover and manage asymptomatic carriers, see to it that the responsibilities of units related to the resumption of work, production or schooling and crowded places are fully fulfilled, and raise the self-protection awareness and capacity of the public, so as to prevent the rebound of the epidemic. On that basis, Sichuan must forge ahead, strengthen analysis and research on its economic performance in a timely manner, and play a bigger role of agriculture, a dominant role of industry, a leading role of investment and a driving role of consumption, which will help stabilize the basic economic fundamentals, guarantee people's livelihood and seize the initiative in future development, so as to better benefit the people.

　　The report put forward the overall requirements of the government work this year: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the government will enhance consciousness to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, have confidence in our path, guiding theories, political system and culture, and resolutely uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership; the government will firmly implement the spirits of General Secretary Xi Jinping's important instructions on Sichuan's development. According to the arrangements of the CPC Sichuan Provincial Committee, Sichuan will adhere to the general tone of making steady progress in the economy and advance epidemic prevention and control, adhere to the new development philosophy and the supply-side structural reform as the mainline. By taking reform and opening-up as the driving force to promote high-quality development, the government will do a solid job to stabilize employment, finance, foreign trade, foreign investment, domestic investment and expectations, fully implement the policies for ensuring employment, basic livelihood, market players, food and energy security, stability of industrial chains and supply chains and grassroots operation, pool strengths to promote the construction of the Chengdu-Chongqing economic circle, further implement the strategy of “coordinated development of Chengdu as the trunk and Sichuan’s five major zones as the branches” and the plan of “expanding in all directions and all-round opening-up”; Sichuan will confront and overcome the difficulties together with its people, so as to ensure the victory of the fight against poverty and build a well-off society.
