On May 13, Sichuan Provincial Big Data Center and Chongqing Big Data Application and Development Administration signed the Memorandum of Cooperation on Furthering Sichuan-Chongqing Cooperation and Promoting Cooperative Development of Big Data in Chengdu-Chongqing Economic Circle. In the future, the two sides will join hand in hand to break through the big data barriers in Sichuan and Chongqing, promote the coordinated, healthy and orderly development of big data in the two regions, and build Chengdu and Chongqing into a western data highland, a nationwide influential big data development center, thus serving the construction of the Chengdu-Chongqing economic circle.

　　The MOU shows that, the goal of the big data cooperation between Sichuan and Chongqing is to break through the big data barriers between Sichuan and Chongqing, establish a cooperative communication mechanism, jointly push forward the reform of the data element market, integrate the superior data resources of Sichuan and Chongqing, focus on promoting the efficient circulation of data resources, opening up international data channels, creating and sharing intelligent applications, sharing data standards, and developing the digital industry in a coordinated way, so as to form a joint force for the development of Sichuan and Chongqing big data, and build Chengdu and Chongqing into a western data highland and a national influential big data development center. The big data cooperation will carry out 18 specific cooperation items around five aspects. The five aspects are (1) promoting efficient flow of data elements; (2) pushing forward creating and sharing intelligent applications; (3) furthering cooperation of the China-Singapore (Chongqing) Dedicated Connectivity Channel; (4) coordinating in the research of big data standardization system; (5) jointly promoting the development of the digital industry.

　　Through cooperation, the two sides will jointly promote the interconnection of Sichuan-Chongqing government data resource sharing systems in the future, accelerate the integration of cross-regional government data, public data and social data, provide data support for the integration and development of e-government and digital economy in the two places, expedite the sharing and cross-regional open utilization of basic data such as natural persons, legal persons, natural resources, spatial geography and electronic licenses, and jointly strive for the landing of southwest center of the national big data center. The two sides will jointly explore smart governance models for megacities focusing on online formats, online services and online management, and cooperate with relevant departments to jointly carry out innovative applications such as smart transportation, smart medical care, smart travel, smart livelihood services and smart science and technology services. The two sides will jointly guide various market players to use the China-Singapore (Chongqing) Dedicated Connectivity Channel to carry out project cooperation and application demonstration, create a digital special zone, and explore the pilot and security assessment of cross-regional data flow. The two sides will integrate advantageous resources, work together to formulate and improve a number of big data standards and specifications, jointly participate in the development of national and industry-related big data standards and specifications, explore and promote mutual recognition of big data standards and specifications in Chengdu and Chongqing regions, and jointly strive for national support for Sichuan and Chongqing digital industries. The two sides will strengthen coordination of industrial policies, guide cross-regional project cooperation and application demonstration of new technologies, new products, new services, new models and new formats in areas such as big data and artificial intelligence, and strengthen the capability of big data to serve the digital economy.

　　Sichuan Provincial Big Data Center and Chongqing Big Data Application and Development Administration have also established a long-term working mechanism for the coordinated development of big data. They have also established a coordination group for the coordinated development of big data in Chengdu-Chongqing economic circle headed by the main leaders of both sides. A joint meeting and briefing system have been founded to regularly study and promote key work and jointly solve prominent problems.
