Recently, the Comprehensively Deepening Reforms Commission of the CPC Sichuan Provincial Committee officially released the Working Arrangements for Promoting Reform Priorities in Building Chengdu-Chongqing Economic Circle, specifying 20 reform priorities in building Chengdu-Chongqing economic circle. Specifically, it urges to build a comprehensive reform experimental zone for Chengdu-Deyang-Meishan-Ziyang urban integration, grant the ownership or long-term use right of scientific and technological achievements to scientific researchers made by them while holding positions, expand land indicator transaction, carry out county-level integration reforms and roll out monthly season ticket for intercity high-speed railways.

　　Of the 20 reform priorities, most are about key fields like separation of economic zones and administrative zones, technological innovation, open cooperation, factor market, ecological conservation and public service. Furthermore, this document also made clear the form of achievements and the time limit for completion, and put forward specific requirements for all departments in charge, whether fully or partly, and dedicated task forces to ensure every reform priority can be put into practice.

　　On building a comprehensive reform experimental zone for Chengdu-Deyang-Meishan-Ziyang urban integration, focus will be put on galvanizing market players, resource factors and policy support, introducing a series of pioneering reform measures in plan alignment, benefit sharing, coordinated innovation, open cooperation and public service, and injecting fresh vitality and momentum into the building of a future-oriented metropolitan area in Chengdu with an international perspective, global competitiveness and a driving force in the neighboring region. On piloting integration reforms at county level in Chengdu-Chongqing economic circle, emphasis will be placed on selecting county-level administrative areas with a relatively sound foundation for reform, encouraging counties (cities and districts) to pilot reform measures like system integration, regional coordination, industry innovation, business environment, ecological conservation and public service, and promoting differentiated, characteristic exploration. At the same time, attention will be paid to innovating mechanisms for urban and rural integrated development, striving for national support, piloting national urban and rural integrated development in more places rationally, formulating an implementation plan for building national urban and rural integrated development pilot zone in Chengdu western area, and sorting out typical experience and mechanism reform measures that can be copied and promoted.

　　Moreover, the document also proposed to set up a mechanism for building Bashu Cultural Tourism Corridor together; enhance cooperation with Chongqing in organizing cultural tourism activities, cultivating the regional brand of Chengdu-Chongqing Region ? Ba-Shu Charm, developing cultural creative products with Bashu elements, establishing a coordination mechanism for intangible cultural heritage protection and planning quality tourism corridor routes; cooperate to perfect the cooperation mechanism of Chengdu-Chongqing tourism development; and encourage Chengdu and Chongqing to develop cultural tourism products together and adopt each other's preferential policies. Based on this, it hopes to prepare the construction plan of Bashu Cultural Tourism Corridor at the state level.
