On the morning of May 26, the Sichuan delegation to the third session of the 13th National People's Congress (NPC) held meetings in groups at its residence, deliberating on the work report of the Standing Committee of the National People's Congress. Cao Jianming, Vice Chairperson of the Standing Committee of the National People's Congress, Wang Dongming, Vice Chairperson of the Standing Committee of the National People's Congress and Chairman of the All-China Federation of Trade Unions, Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, Director of the Standing Committee of Sichuan Provincial People's Congress and head of the delegation, attended the meeting and delivered a speech respectively; Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and deputy head of the delegation, participated in the deliberation.

　　Cao said that he totally agreed with the report delivered by chairman Li Zhanshu, adding that the report focused on the implementation of general secretary Xi Jinping's important instructions and the CPC Central Committee's major decisions and deployments, summarized NPC's work in a comprehensive, profound, objective and pragmatic manner, embodied Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrated a firm political orientation and strong confidence in the system; highly political, ideological and practical, he noted, the report is a good report that upholds the socialism with Chinese characteristics, sticks to the overall situation, promotes democracy, demonstrates the rule of law, urges performance of duties in accordance with the law and encourages the people. Over the past year, the NPCSC has been working to uphold the Party Central Committee's authority and its centralized, unified leadership, ensure the effective implementation of the constitution and subordinate laws, advance comprehensive rule of law, perform its duties in accordance with the overall situation of the Party and the state, facilitate economic and social development and reform, and adhere to the people-centered development philosophy, giving better play to the important role of the people's congress system in promoting people's democracy. This year, China will achieve the first centenary goal of building a moderately prosperous society in all respects, embark on a new journey to comprehensively build a modern socialist country and forge ahead towards the second centenary goal, which has raised new and higher requirements for the work of the NPC. The fundamental reasons of the achievements lie in the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as in the NPCSC's adherence to the Party's leadership, scientific theories, the performance of its duties as focusing on the central task and serving the overall interests, the people-centered development philosophy and comprehensive rule of law. In order to implement the arrangements made in the report, Wang added, efforts should be intensified to enhance consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, have confidence in our path, guiding theories, political system, and culture, and resolutely uphold General Secretary Xi Jinping's core position in the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership, ensure that the NPC's work is under the leadership of the Party, so as to guarantee the effective implementation of the Party Central Committee's policies and deployments. The deputies should further consolidate their confidence in the people's congress system, uphold the unity of Party leadership, the running of the country by the people, and law-based governance, perform their duties centered on the overall work of the Party and the state, improve the people's congress system in accordance with the needs of times, and promote the modernization of the national governance system and governance capability, so as to better guarantee the running of the country by the people and demonstrate China's institutional advantages.

Adhering to the people-centered concept, the NPC has been committed to responding to the top concerns of the people, and has been working to formulate and revise the laws, especially the civil code that stands for the interests of the people. The NPC has been fulfilling its statutory duties under the framework of the central tasks of the Party and the state, promoting high-quality development, three critical battles and epidemic prevention and control through solid work in legislation and supervision, and facilitating the economic and social development and further reform in difficult areas.
