Deyang, Mianyang to Set up Comprehensive Cross-border E-commerce Pilot Zone

  Recently, the State Council issued the Reply on Approving the Establishment of Comprehensive Cross-border E-commerce Pilot Zone in 46 Cities and Regions including Xiongan New Area, agreeing to set up comprehensive cross-border e-commerce pilot zones in 46 cities and regions, and Sichuan's Deyang and Mianyang are among them.

  Previously, Sichuan's Chengdu and Luzhou had been approved to set up comprehensive cross-border e-commerce pilot zone. Coupled with the approval of Deyang and Mianyang this time, the number of cities approved in Sichuan has increased to 4.

  The notice requires that during the construction of the comprehensive cross-border e-commerce pilot zone, the mature experience and practices of the first four batches of comprehensive cross-border e-commerce pilot zones should be replicated and promoted, industrial transformation and upgrading should be pushed, brand building should be carried out, cross-border e-commerce should be guided to develop in an all-round way, all efforts should be made to stabilize the basic situation of foreign trade and foreign capital, and high-quality development of trade should be boosted. In the meantime, it is necessary to ensure national security, network security, transaction security, border biosecurity, quality security of import and export commodities and effective prevention of transaction risks. Moreover, it is necessary to adhere to and develop in a standardized way in order to create a favorable business environment for all kinds of market players to participate in market competition fairly.

  In the process of construction, relevant departments of the State Council will focus on exploring innovations in technical standards, business processes, supervision modes and information construction of relevant links of the business-to-business (B2B) mode in cross-border e-commerce, and will study and issue more support measures to create a favorable environment for the development of the comprehensive pilot zone.
