Sichuan and Chongqing to Build Coordination Mechanism for Enterprise Complaint Handling

 On May 29, Inward Invested Enterprises Appeal Center of Sichuan Provincial Government and Sichuan Provincial Department of Justice signed strategic cooperation agreements with Complaints Center for Private Enterprises' Rights Protection of Chongqing Municipal People’s Government, Chongqing Economic and Information Technology Commission, Chongqing Federation of Industry and Commerce, Chongqing Government Foreign Investor Complaint Center, and Chongqing Municipal Commission of Commerce respectively. According to the agreements, Sichuan and Chongqing will jointly establish and improve a coordination mechanism for handling complaints from enterprises across administrative regions.

  The establishment of this mechanism is mainly to solve the problems faced by private enterprises, such as difficulty in safeguarding rights in nonlocal places and impeded channels for complaints, briefed office head of Inward Invested Enterprises Appeal Center of Sichuan Provincial Government. Through the coordination mechanism, problems reported by private enterprises can be directly transferred to the Complaints Center for Private Enterprises' Rights Protection of Chongqing Municipal Government for handling, which can not only improve work efficiency, but also better protect the legitimate rights and interests of enterprises.

  According to the cooperation agreements, in case of mass and emergency events that are likely to cause adverse social impacts, seriously affect the normal production and operation order of enterprises, provoke disputes involving major interests of enterprises, and cause serious adverse impacts on the sound business environment of the two places, the contracting units shall mediate through close communication and coordination.

  Meanwhile, in order to ensure the smooth operation of the coordination mechanism, the contracting parties will jointly build a diverse dispute resolution mechanism that is co-managed and shared, give full play to the function of complaint service workstation for foreign-invested enterprises in the Chengdu-Chongqing economic circle, build a new platform for dispute mediation through government-enterprise cooperation, and safeguard the legitimate rights and interests of foreign-invested enterprises in Sichuan and Chongqing; the contracting parties will jointly implement the joint meeting system, and through mutual help and learning, concentrate their efforts to coordinate and solve the problems and difficulties existing in the complaint mediation for private enterprises; the contracting parties will jointly make great efforts to promote the information exchange and joint research mechanism, strengthen contacts for work, carry out joint special research, establish and improve the cooperative filing system, enhance learning exchange and sharing, and improve the overall level of complaint mediation work of foreign-invested enterprises in both places.
