Located at the south of Mianyang downtown, Mianyang Economic &Technological Development Zone (“Mianyang Development Zone” for short) is the core part of the “New Zone at South of Mianyang” in the “One City, Three Zones” development strategy of China (Mianyang) Science &Technology City. It has jurisdiction over Tangxun Town, Songya Town, and Chengnan Street, with the population of 150 thousand and the total area of nearly 70 square kilometers. Among them, the urban planning area is 50 square kilometers, and the built-up area is 21.5 square kilometers. Established in August 2000, Mianyang Development Zone was integrated with the Modern Agricultural Science and Technology Demonstration Area of Mianyang Science &Technology City in 2012 and has hung out its shingle since then. In October 2012, it was rated as China National Economic and Technical Development Zone by the State Council. In addition, Mianyang Development Zone is also the Provincial Excellent Industrial Park, Demonstration Base of New Industry, “51025” Key Industrial Park, and Pilot Zone of Eco-industrial Park Construction of Sichuan. In 2017, its jurisdictions reached the regional GDP of RMB 23.8 billion, with the growth rate of 12.7%; the main business income of the four kinds of up-scale enterprises was RMB 80.69 billion with the growth rate of 13.43%; the total industrial output value was RMB 76.53 billion with growth rate of 16.2%; the fiscal revenue was RMB 2.55 billion with growth rate of 20.4%, and the tax revenue was RMB 1.86 billion with growth rate of 23%. Mianyang Development Zone has a clear development plan and highlighted leading industries. Mianyang Development Zone has established the overall development plan of “the Core Region focuses on new industries, Binjiang New District develops the tertiary industry, and Qiuqu Area develops ecological leisure sightseeing agriculture”, promotes the integration development of advanced manufacturing industry and modern service industry, digital economy and real economy, industry, and city. It is also striving to advance widespread entrepreneurship and innovation and has clarified the target to build itself into a zone with strong modernized industries and dynamic eco-friendly city in all aspects by 2030. It has formed the electronic information industry pioneered by the intelligent terminal of Changhong, cover glass of Xuhong company, and electrical appliances of Highly; the chemical and environmental industry represented by Meifeng Chemical Industry, East Material Technology Group, LIER Chemical, and Croda Sipo; food and pharmaceutical industry represented by Forgood Distillery and Xuebao Group, and machine manufacturing industry represented by Haosheng Manufacturing and Brilliance Ruian. The industrial concentration ratio is 82%, with the apparent agglomeration development effect of competitive industries. 3,631 enterprises of various types have settled down here, among which 172 are the four up-scale kinds and 97 are up-scale industrial enterprises; 12 are awarded the provincial famous trademarks, and 17 are of well-known municipal trademarks; there are seven provincial famous brand products; it also has 14 listed enterprises or relevant branches. Besides, 189 enterprises have the annual tax payment of RMB 500 thousand (42 exceeds RMB 5 million). The Development Zone is striving for transformation and upgrading, accelerating to build the special parks of information security, chemical environmental protection, food and biomedicine, advertising media, etc. Also, it is promoting the construction of “China Science &Technology City, Innovation Experimental Area of Digital Economy” in the Mulonghe Area. It is also taking efforts to advance the development of high-tech and strategic emerging industries. In 2017, the total production value of the high-tech enterprises reached RMB 43.33 billion.
Mianyang Development Zone enjoys unique regional advantages and rich and concentrated production factors. It is about two kilometers away from the downtown, five kilometers away from Mianyang Railway and Passenger Station, and six kilometers away from the Freight Station. Mianyang Second Ring Road passing through the city center, Belt Expressway, Chengdu-Chongqing Ring Expressway (G93), the Chengdu-Mianyang-Guanghan Section of Beijing-Kunming High-Speed Railway (G5), Mianyang-Jiuzhaigou Expressway (under construction), and Mianyang-Nanyang Expressway (under construction) are intersecting here. Located in the region, Mianyang Nanjiao Airport has the direct flights to the 38 crucial or tourist destinations like Beijing, Shanghai, Guangzhou, and Shenzhen. The number of landing and take off per week is 546. In 2017, the passenger throughput reached 3.54 million. Nanhu Bus Station has opened 65 inter-city lines with 320 bus shifts per day. The planned Line 2 of Mianyang Rail Transit will set two stations in the Development Zone, and the south start station will be set at Tangxun. The Development Zone also enjoys abundant land resources and provides convenient and efficient procedure handling service. It also has such completed infrastructures as road skeleton networks, water supply and drainage networks, gas, electricity, communications, and 4G networks. The jurisdictions also have the daily water supply capacity of 70 thousand tons, and daily gas supply capacity of 700 thousand tons. It also located three sewage treatment plants (under upgrading) with the daily processing capacity of 260 thousand tons, one power station with the installed capacity of 51 thousand kilowatts, a transformer substation of 220 KV and five transformer substations of 110 KV. Changhong Informationization Logistics Park, Keda Logistics, and Yilian Logistics, which have been constructed or under construction, provide sufficient logistics guarantee for the development of the Development Zone.
Mianyang Development Zone has complete innovation system and pleasant environment for entrepreneurship. The flagships in leading industries, the model civil-military integration enterprises like Changhong and LIER Chemical, the 22 authenticated high-tech enterprises, and 18 state-level scientific research institutions including China Academy of Engineering Physics have contributed to a robust innovative atmosphere in the Development Zone. In addition, it has set up 24 scientific and technological innovation platforms of various types, including four at state level (one National Engineering Research Center, one National Engineering Laboratory, and two National Enterprise Technology Centers), eight at provincial level and 12 at the municipal level, with the total licensed patent of 2,216. The Development Zone is implementing the market-oriented development pattern of “Management Committee + Company”, and the platform company—Mianyang Economy Development and Investment Holding Group Co., Ltd., whose credit rating is AA, acquired Zhongwei Hairun Microfinance Co., Ltd. and held Sichuan Kuntai Guarantee Co., Ltd. With the annual financing capacity of about RMB 2 billion, it can satisfy the financing demand of innovative projects. The Development Zone has also built six technology business incubators and accelerators for rental or sale, covering an area of 176.500 square meters. Scientific and technological production enterprises settled in the park will enjoy the preferential policies of using the 400-square-meter production site for two years for free, patent subsidy, and others. Now, 1,032 small and medium-sized enterprises of this kind have located in the Development Zone. Currently, there are 1.07 million square meters of shopfronts and a large number of residential buildings available for locating small and medium-sized enterprises. The minimum wage standard is only RMB 1,380 per month (RMB 63.4 per day), contributing to the lower cost of entrepreneurship and investment. In addition, it also provides favorable policies for enterprise establishment and commercial registration. In 2017, there were 2,385 new market entities, among which 906 were enterprises. Apart from the Zhong guan cun Science Park Policy and the four policies for the first movers of National Independent Innovation Demonstration Zones, the Development Zone also implements the 19 provincial economic management authorities empowered by Sichuan Province to the Management Committee of China (Mian yang) Science &Technology City, enabling more efficient project approval processes. Moreover, it also has streamlined management system and efficient operation mechanism, and provides commissioner-supported service for project construction and try to realize “no appearance without demand, staying a call away, and considerable service”. In addition to such support from higher authorities, the settled enterprises will enjoy the industrial development fund raised by the Development Zone.
Mianyang Development Zone boasts beautiful environment and harmonious integration of production and city. There are two institutions of higher learning, one National-level Model High School, five primary and secondary schools, nine private hospitals for citizens, three parks, eight financial and insurance institutions, and one 5-star hotel (Taohuadao Resort Hotel). In the vehicle trading area, over 40 4S shops for middle and high-grade brands could be found. The “Food &Drinks Street” has gathered more than 80 related shops, manifesting the booming life service industry. Wanda CBD, Hongyue Ruige, Fubin Yinxiang, Jisheng·Sanjiang International City, Wuhe·South City Xintiandi, Shugao Venice and other high-end commercial and residential communities cover a total area of 7 million square meters and are equipped with first-class environment and facilities. They will bring out the best in each other with the planned “China Science &Technology City, Innovation Experimental Area of Digital Economy”, the functional belt of high-end commercial and residential regions and trade service industry along the river (Fujiang River), high-end manufacturing industry and new industrialization functional belt along the road (Mianzhou Avenue), and the travel, leisure, and ecological sightseeing functional belt along the mountain under construction. The new modern urban zone featuring green and low carbon, pastoral landscapes and ecological livability is accelerating to take shape.
