1.Brief Introduction
Nanchong Modern Logistics Park is one of the eight key sub-regional logistics centers put forward in the Sichuan Province West China Logistics Center Building Plan. The Park covers a planned area of 11.6 square kilometers, consisting of 12 functional sections including the road port, bonded center, building material logistics area, grain storage area, farm and sideline product and food cold chain logistics area, inter-city delivery area, manufactured goods logistics area, oil storage area, e-commerce area, Sichuan-Guangdong-Shanghai logistic industrial base, West China logistic equipment exhibition and sales center, and commercial and residential area. The gross investment of the Park is RMB 16 billion, with 8.94 billion already invested. The Park is planned to fully finish construction and be put into operation in 2020, attracting 10 enterprises including Zhejiang Transfar, Chongqing Dachuan Holding and Shenzhen Usisen. In 2016, China Federation of Logistics &Purchasing branded the Park as “Chinese logistic experiment base”, “West China logistic equipment industry base”, “recommended brand of Chinese logistic techniques and equipment” and “2016 national excellent logistics park”. During the 7th C21 forum, the Park was awarded the “industrial park with the most investment value in Sichuan”.
2.Advantages of the Park
With the national development strategies including “Belt and Road” initiative, Yangtze River Economic Belt, China Western Development, Chongqing-Xinjiang-Europe Railway and Chengdu-Chongqing Economic Zone, and the Sichuan provincial development strategies including multi-location multi-level support, informatization and industrialization interaction, and urban-rural integration and innovation-driven development, Nanchong Modern Logistics Park is welcoming a precious developing chance.
The first advantage is the Park’s outstanding location. As an important city in Northeastern Sichuan, Nanchong used to be a sub-provincial city, with a long history, rich culture and abundant resources.
The second is its convenient transportation. Highways connect the Park with surrounding towns (1-hour economic circle), with neighbor cities like Guang’an, Bazhong, Dazhou and Suining (1.5-hour economic circle) and with Chengdu and Chongqing (2-hour circle). Railways in the Park are integrated in the Chongqing-Xinjiang-Europe Railway network, linking the Park directly with big cities and provinces like Chengdu, Chongqing, Beijing, Shanghai and Guangdong. The Park is only 8 kilometers from the airport and 15 kilometers from Nanchong Dujing Port.
The third advantage is the broad market. The prosperous Nanchong market drives the city to rank second within Sichuan in terms of the total retail sales of consumer goods, with its market radius reaching 7.42 million people in the jurisdiction, and nearly 30 million people in its economic radiation zone.
The last one is the numerous industrial advantages. Nanchong is a national production base of cereal &oil, live pigs, oranges sericulture, with relatively advanced silk clothing, vehicle and automobile subassemblies, farm and sideline product processing and petrochemical engineering industries. It also has advantages over surrounding cities in consumer goods, electronic appliance, furniture, farm product and building material wholesale markets. Meanwhile, its five universities and colleges and ten-plus banks have laid a solid foundation for logistics.
3. Park Development Status
Firstly, the Park has attracted 10 enterprises, including Zhejiang Transfar, Nanxin Logistics, Usisenlong, China Logistics Co., Ltd and Sinograin, with the agreement capital of RMB 7 billion, gross turnover of RMB 2.15 billion, taxation of RMB 225 million, and has created over 5000 jobs. At the moment, Nanxin International Trade &Logistics City has finished the first phase of the 250,000-square-meter market sizing construction for hardware mechanical and electrical products, automobile subassemblies and stone materials, attracting over 700 businesses, creating jobs for over 5000 people, and officially opened on October 22nd, 2016. The second phase, the Steel City, has begun to undergo construction, and is expected to be finished in June 2017. The Transfar Road Port has introduced over 170 e-commerce, express delivery, less-truck-load and automobile trade businesses, including JD.com, SF Express, YTO Express, Gree, Changhong, Dongfeng and Jiefang, effectively integrating over 10,000 freight vehicles’ resources, with a daily traffic volume of over 800. Up to this October, the port platform has gained RMB 310 million turnover, with over RMB 12 million taxation. Phase one of Usisenlong, the vegetable &fruit trade conter, has signed 408 businesses, welcomed over 180 enterprises to come into operation, and its daily transaction volume has exceeded 180 tons. The second phase, the food cold chain project, has been in preparation for construction. After land delisting, environmental impact assessment and energy assessment, the China Logistics project is now working on the preliminary preparation of the project bid. Moreover, the Northeastern Grain Logistics Center has finished 75% of the building of a 35,000-ton grain logistics, delivery and storage facilities, a 50,000-ton comprehensive paddy processing and delivery project and a 35,000-ton comprehensive fat processing and delivery project. Secondly, the Park has attracted 10 enterprises, including Zhejiang Transfar, Nanxin Logistics, Usisenlong, China Logistics Co., Ltd and Sinograin, with the agreement capital of RMB 7 billion, gross turnover of RMB 2.15 billion, taxation of RMB 225 million, and has created over 5000 jobs. The Transfar Road Port has introduced 162 e-commerce, express delivery and less-truck-load businesses, including JD.com, SF Express and YTO Express, effectively integrating over 10,000 freight vehicles’ resources, with a daily traffic volume of over 800. The phase-one trading center of Usisenlong Shopping Mall opened officially in this March, with 408 signed businesses and 150 in operation; While Nanxin, officially opened on October 22nd, 2016, has introduced 750 businesses, with over 700 in operation. At the moment, the Gaoping District People's Government of Nanchong has signed total RMB-800-million official agreements with three enterprises, including Wanli Weiye Logistics, Chengdu Xinchengchu Logistic and Huadu Commercial Logistics, reached a priliminary investment intent with ZTO Express and China Post Nanchong branch, and is negotiating in progess with Yuan Cheng Group, OSell Group, Utrans, Jointown Pharmaceutical Group and Taiji Industry.
Nanchong Modern Logistics aims to build an RMB-100-billion-level industrial park centered on “one system, four industrial platforms and eight industrial clusters”. It is planned that the Park will be finished by 2020, with a growing team of logistic enterprises, a relatively completed modern logistic service system and an initial smart logistics system, setting out the plan of logistic industrial clusters. The Park strives for a goal of RMB-100-billion gross logistic output value, an annual tax of RMB 2 billion, and job and entrepreneurship opportunities for 50,000 people. Based on the Park plan and the needs of city development, the Park will further introduce over 70 commercial logistic enterprises, among which over 15 will be domestic and overseas large logistic companies; and nurture over 5 logistic enterprises with over 1 billion output value, over 3 with RMB 5+ billion value, and over 1 with 10+ billion value.
By 2025, Nanchong Modern Logistics Park will welcome steadily improving industrial development, growing modern logistic enterprises, an optimized and perfected logistic service system, an effective smart logistics system and an advanced logistic industrial cluster area. It will also sustain a steady and increasing logistics gross output value of at least RMB 150 billion, yielding over RMB 3 billion taxes, creating 80 thousand jobs and startup opportunities, and nurturing over 10 logistics enterprises that are of Class 3A, 4A or 5A.
