On July 22, 2005, the Ministry of Commerce issued Announcement No.37 of 2005, deciding to carry out anti-dumping measures on imports of trichloro ethylene originated in Russia and Japan for five years.

On July 21, 2011, the Ministry of Commerce issued Announcement No.39 of 2011, deciding to maintain the anti-dumping measures on the imports of trichloro ethylene originated in Russia and Japan for five years.

On October 9, 2015, the Ministry of Commerce issued the Announcement No.40 of 2015, announcing that the said anti-dumping measures would be terminated on July 21, 2016. The natural persons, legal persons and relevant organizations of or on behalf of the domestic industries of China may, within 60 days before the termination of the anti-dumping measures, apply for a final review in writing to the Ministry of Commerce.

Since the Ministry of Commerce did not receive any application for final review within the prescribed time limit from trichloro ethylene industry of China or its representatives, it decides not to initiate an investigation for the final review on its own. In view of this, the Ministry of Commerce decides to terminate the anti-dumping measures on the imports of trichloro ethylene originated in Russia and Japan as of July 21, 2016.
