According to the Opinions of the State Administration for Industry and Commerce and Three Other Departments on Integrating Business Licenses and Tax Registration Certificates for Individual Businesses (Gong Shang Ge Zi [2016] No.167) issued in August 2016, starting from December 1, 2016, departments for industry and commerce will issue business licenses marked with the uniform social credit codes for legal persons and other organizations (hereinafter referred to as the uniform social credit codes) to individual businesses newly incorporated or changing their registration details. For the purpose of advancing the application of the uniform social credit codes and facilitating the filing and registration as foreign trade operators by individual businesses, the supplementary circular on relevant matters is given as follows on the basis of the Circular of the General Office of the Ministry of Commerce on Starting Using Foreign Trade Filing and Registration Number (Shang Ban Mao Han [2015] No.770).
From December 1, 2016, authorities at all levels responsible for the filing and registration of foreign trade operators will issue a Filing and Registration Form for Foreign Trade Operators marked with the uniform social credit code to individual businesses that newly carry out such filing or change already filed information, instead of issuing the same form marked with the foreign trade filing and registration number. The Filing and Registration Forms for Foreign Trade Operators previously issued without the uniform social credit code shall remain in force.
