Sichuan Announces to Promote the Leading Engineering Construction Guideline of China (Sichuan) Pilot Free Trade Zone: Positively Creating Inland Free Trade Port, and Expanding the Asian 5-Hour Traffic Circle


“In spite of trucks loading the containers and businessmen visiting for investigations everywhere in the zone, it seemed to be desolated here for local people when I just started to work three years ago.” Ouyang Jing working for Chengdu Modern Logistics Investment Development Co., Ltd.  sighed with emotion this April when there was the first anniversary for China (Sichuan) Pilot Free Trade Zone (Sichuan FTZ)’s officially starting the operation.

The Sichuan FTZ has officially started the running since April 1, 2017. For one year, the Sichuan FTZ covering three areas – the Tianfu New Area and Qingbaijiang Railway Port Area of Chengdu and the port-surrounding areas of Sichuan’s southern parts – has overlaid the advantages of three trade channels – airport, railway, and water way – to actively explore the opening-up path of inland provinces.  

Recently, The People’s Government of Sichuan Province has released a Guideline on Promoting the Leading Engineering Construction of China (Sichuan) Pilot Free Trade Zone (hereinafter referred to as the “Guideline”) to propose the opinions to this respect. In the future, Sichuan FTZ will positively create the inland free trade port, with prior try and pilot of the FTZ as the engine, synergic reform based pilot area as the demonstration, and synergy of Chengdu-surrounding economic circle and the economic zones of Sichuan’s southern and northeastern parts and also the economic zones of Panzhihua and Xicang surrounding regions as the basis, and speed up to form a synergic reform and opening-up situation of “one main line and multiple branches”.

Universal Free trade
Meeting the Global Delivery Demand of the Whole Province’s Transnational Enterprises


According to the Guideline, Sichuan FTZ will insist on the direction of “universal free trade”, with the prior try and pilot of the FTZ as the engine, synergic reform based pilot area as the demonstration, and synergy of Chengdu-surrounding economic circle and the economic zones of Sichuan’s southern and northeastern parts and also the economic zones of Panzhihua and Xicang surrounding regions as the basis, and speed up to form a synergic reform and opening-up situation of “one main line and multiple branches”.

Specifically, it will support Chengdu to build a National Central City comprehensively showing the new development concept, boost the organic integration and integrated development of Chengdu’s all districts, enhance the Chengdu-surrounding economic circle to construct the concentrated development zone for modern economy, promote the Sichuan’s southern economic zone to establish a regional economic center, which has the portal opening to the southern regions and connects with Sichuan, Chongqing, Yunnan and Guizhou, and facilitate other economic zones for competitive development. It will reinforce the publicity and promotion for the FTZ, carry out the “free trade into five areas” activity, and create powerful effects of demonstration, opening-up, and competition. It will establish the mechanisms for cross-regional work coordination, policy synergy and benefit allocation, and make great efforts to solve the problems and difficulties existed in regional linkage.  

Meanwhile, the port resource of Luzhou, Yibin, Leshan and other places will be integrated to foster the shipping service industry, such as shipping finance, shipping logistics trade, ship maintenance, etc., and create the multimodal transport logistics system centering on ports. It will promote the construction of “two railways connecting to” Chengdu Tianfu International Airport and “aviation, railway and road” multimodal transport portal hub, support the construction of Sichuan’s southwest (Zigong) dry port, build and perfect comprehensive multimodal transport logistics service system, and meet global delivery demand of the whole province’s transnational enterprises.

It is learnt that the FTZ will be built as the world’s first-class and high-level FTZ by 2022, which can keep a foothold in China’s mainland, connect the eastern and western regions, serve the whole country, and face to the world.

Portal Hub
Expanding the Intercontinental 10-hour Traffic Circle and Asian 5-hour Traffic Circle


According to the Guideline, Sichuan FTZ will carry out the “construction action to open the portal hub” to lead the connectivity level.

In order to boost the construction for international aviation hub, Sichuan FTZ will promote the “integrating two airports into one” operation of Chengdu Tianfu International Airport and Chengdu Shuangliu International Airport, and build strategic channel for international aviation passenger and cargo transports. It will expand the international airline network, extend the intercontinental 10-hour traffic circle and Asian 5-hour traffic circle, facilitate the linked coordination for building Chengdu’s national-level Airport Economic Demonstration Zone and Chengdu Tianfu International Airport New City, and put forth effort to create the airport as an international aviation hub in the western regions and also build the portal-hub airport opening to the western and southern regions.

Meanwhile, it will try to explore a free trade port within the zones specially supervised by the customs, which relies on “aviation + railway + port”, integrates the advantages of multimodal transport, and meets the inland orientation and Chinese feature.

Additionally, Sichuan FTZ will support the code sharing of international flight, encourage qualified airlines to newly develop, encrypt, and optimize the international (regional) and domestic air routes, and form the airline network and flight time allocation mechanism with efficient connection and mutual support of international (regional) and domestic areas. It will build an international transport center, encourage overseas airlines to set up international transit center in Sichuan, and explore the availability of the Fifth Freedom.
