Main Functions
(I) To implement relevant laws, regulations, principles and policies of developing domestic and foreign trade, foreign investment and international economic cooperation; to draft provincial laws, regulations and rules of implementation for domestic and foreign trade, foreign investment and foreign economic cooperation; to draw up plans for provincial commercial development and organize its implementation.
(II) To assume the role of coordinator in the organization and implementation of provincial service industry’s development efforts; to promote the distribution industry’s restructuring; to accelerate the development of third-party logistics; to steer the reform of the distribution industry as well as the development of commercial service industry and community commerce; to put forward policies and proposals for enterprises in commerce and trade areas; to promote distribution and such modern distribution modalities as chain-store operation, commercial franchising, logistics and e-commerce.
(III) To study and advance policies guiding domestic and foreign capital to market systems; to prepare the planning of bulk commodity and wholesale markets; to guide the planning of urban commercial networks and the construction of commercial system; to propel rural market system construction, organize and implement modern rural distribution networks; to promote urban-rural market integration.
(IV) To lead the coordination for rectifying and standardizing market economy order; to formulate policies for standardizing market operation and distribution; to further business credit building and give guidance to sales based on business credit; to create a market service platform based on market credibility; to supervise and administer the special distribution industries and alcohol distribution in accordance with relevant regulations.
(V) To organize the adjustment of market of major consumer goods and regulation of major means of production, and for instituting and improving an emergency management mechanism for the market supply of life necessities; to monitor and analyze market activities and commodity supply and demand; to study and analyze the commodity price information to make forecasts, issue early warnings and provide guiding information; to be in charge of market regulation and reserve management of important consumer goods respectively.
(VI) To draft policies and measures for facilitating the transformation of foreign trade growth modes; to guide foreign trade to carry out measures for the regulation of imports and exports, processing trade, and compile catalogues of import and export commodities and technologies; to organize the implementation of import and export quota plan of important industrial products, raw materials and important agricultural products; to work with other departments to coordinate the import and export of bulk commodities and export processing zones, guide the development of trade promotion activities and systems.
(Ⅶ) To supervise technology introduction, equipment import, export of domestic technologies subject to state export restriction in conformity with laws; to push forward the establishment of foreign trade standardization system; to lead the efforts to develop trade in services and carry out relevant work; to facilitate the construction of services outsourcing platforms.
(VIII) To draw up countermeasures for economic globalization and regional economic cooperation, to strengthen trade cooperation with free trade zones along with Hong Kong, Macau and Taiwan, to promote trade and investment facilitation, and to manage permanent business representative offices of foreign countries, as well as those of Hong Kong SAR and Macao SAR, and Taiwan, China.
(IX) To organize and coordinate work aimed at enhancing fair trade in import and export, such as drafting anti-dumping policies, imposing anti-subsidy duties, offering safeguards, and regulating technical barriers to trade, to establish an early warning mechanism for import and export fair trade, to carry out foreign trade investigation, industrial damage investigation and anti-monopoly investigation for concentration of operators, to guide and coordinate industrial security response, response to enterprises’ overseas anti-monopoly lawsuits and lawsuits against anti-dumping policies, anti-subsidy duties, and safeguards of Sichuan export commodities claimed by foreign countries.
(X) To promote and manage foreign investments in Sichuan, to participate in drafting and implementing foreign investment policies and reform proposals, to census and analyze foreign investments in Sichuan, to supervise and inspect by law the implementation of relevant laws and regulations and contract items in foreign-funded enterprises, as well as solve involved problems, to instruct and organize work that concerning National Economic and Technical Development Zones in Sichuan.
(XI) To take charge of provincial economic cooperation with foreign countries, to draft and implement provincial policies for home-and-broad economic cooperation, to manage and supervise foreign constructed projects, foreign labor cooperation, and overseas employment according to law, to be responsible for overseas investment management, to ensure rights and interests for people engaged in foreign constructed labor service and overseas employment, to execute national foreign aid missions assigned to Sichuan Province, to manage multilateral and bilateral non-reimbursable assistance and donation (excluding grants for financial cooperative projects from foreign governments and international financial organizations), as well as other development cooperation businesses.
(XII) To be in charge of all overseas commodity transactions and trade promotion activities held by Sichuan Province, as well as oversee and manage events hosted in China in the name of Sichuan Province, such as trade fairs, exhibitions, and trade shows.
(XIII) To make plans for provincial e-government affairs in business system, to organize and implement public business information service system, as well as to facilitate e-commerce development.
(XIV) To undertake administrative approval items published by the People’s Government of Sichuan Province.
(XV) To undertake other matters assigned by the People’s Government of Sichuan Province.
