一、疫情情况

　　据省卫生健康委发布信息，3月24日，我省新型冠状病毒肺炎新增2例确诊病例（均为境外输入），无新增治愈出院病例，无新增疑似病例，无新增死亡病例。

　　新增确诊患者情况：

　　1、唐某某，男，26岁，3月17日美国飞往加拿大，3月21日加拿大飞往香港，3月22日香港飞往成都后即接受隔离医学观察和动态诊疗，3月24日确诊；

　　2、邹某某，女，24岁，3月22日从英国经上海，于3月23日抵达成都后即接受隔离医学观察和动态诊疗，3月24日确诊。

　　以上确诊患者的相关密切接触者均已实施追踪和集中隔离医学观察。

　　截至3月25日0时，我省累计报告确诊病例547例。

　　正在住院隔离治疗8人（均为境外输入病例），死亡3人，治愈出院536人，现有疑似病例0例，正在接受医学观察648人。

　　截至目前，未发现外国人在川感染新型冠状病毒的病例。

　　我省183个县（市、区）全部为低风险区。

　　二、关注热点

　　（一）四川省应对新型冠状病毒肺炎疫情应急指挥部发布第14号公告

　　为全面恢复我省低风险地区正常生产生活秩序，结合我省疫情防控形势，四川省应对新型冠状病毒肺炎疫情应急指挥部于3月25日发布第14号公告，对前期已发布公告中部分条款内容予以终止、调整或删除，主要内容如下：

　　1. 终止2号公告第一条中“暂停各类群体性聚集活动。具有交叉感染风险的经营单位，如歌舞娱乐、游戏游艺、互联网上网服务场所、营业性麻将场所和大型儿童游乐设施、健身房、室内游泳场（馆）等暂停营业。暂时禁止群体性聚餐（含农村自办群体性宴席）”及第二条中“凡2020年1月10日以来，从武汉等疫区入川的，应自觉居家隔离14天”的规定。

　　2. 终止5号公告第二条中“对来自湖北等疫情重点地区的员工，一律严格落实医学观察或居家自我隔离等措施”的规定。

　　3. 终止6号公告第二条中“疫情期间，暂停麻将馆、茶室、网吧等有交叉传染风险的经营场所开业”及第三条中“暂停组织群体性聚餐活动”的规定。

　　4. 终止9号公告第四条中“关闭娱乐区域。关闭商场中的酒吧、舞厅、电影院、电子游戏厅等人员密集的娱乐区域。暂停母婴室、儿童游乐场所、室内娱乐场所服务”的规定。

　　5. 终止12号公告第三条中“实施分区作业、分散错峰就餐”的规定。删除第一条中“湖北等疫情防控重点地区”的表述。

　　（二）最高人民法院、最高人民检察院：妨害国境卫生检疫罪犯罪主体含外国人和无国籍人员

　　3月24日，最高人民法院、最高人民检察院有关负责人再次就依法惩治妨害疫情防控违法犯罪相关问题联合答记者问。具体需注意事项如下：

　　1．妨害国境卫生检疫罪的犯罪主体包括自然人和单位。法律面前人人平等。无论是中国公民，还是外国公民，或者无国籍人，只要在出入我国国境的过程中实施妨害国境卫生检疫的犯罪行为，都应当适用我国法律，适用统一的司法标准，依法追究刑事责任。

　　2．入境人员妨害新冠肺炎防控的，可能在不同时间段分别涉及妨害传染病防治罪、妨害国境卫生检疫罪。行为人在入境时拒绝执行国境卫生检疫机关的检疫措施，引起新冠肺炎传播或者有传播严重危险的，构成妨害国境卫生检疫罪。行为人在入境后拒绝执行卫生防疫机构的防控措施，引起新型冠状病毒传播或者有传播严重危险的，构成妨害传染病防治罪。如果行为人既有拒绝执行国境卫生检疫机关检疫措施的行为，又有在入境后拒绝执行卫生防疫机构防控措施的行为，同时构成妨害传染病防治罪和妨害国境卫生检疫罪的，一般应当依照处罚较重的规定定罪处罚。

　　2 new cases (both are imported from overseas) of novel coronavirus disease was confirmed in Sichuan Province with no new suspected case and no new fatal case, while no new patient has been newly cured and discharged from hospital on Mar. 24th.

　　Details about newly confirmed cases:

　　1. Tang **, Male, 26 years old, departed from USA to Canada on Mar. 17th, then departed from Canada to Hong Kong SAR on Mar. 21st and departed from Hong Kong SAR to Chengdu on Mar. 22nd. The patient had been undergoing quarantine and medical observation upon arrival in Chengdu and confirmed on Mar. 24th.

　　2. Zou **, Female, 24 years old, departed from UK and transferred via Shanghai on Mar. 22nd, arrived in Chengdu on Mar. 23rd. The patient had been undergoing quarantine and medical observation upon arrival in Chengdu and confirmed on Mar. 24th.

　　Tracing of related close contacts is being done and has been quarantined at designated place for further medical observation.

　　As of 00:00 of Mar. 25th, 547 cases have been reported in Sichuan Province accumulatively.

　　At present, there are 8 under treatment in quarantine (all are imported from overseas), 3 fatal cases, and 536 patients have been discharged from hospital after recovery. Of the traced close contacts, there is no suspected case, 648 are still under medical observation.

　　Till now, no foreigner has been confirmed infected COVID-19 in Sichuan.

　　All 183 counties (cities or districts) are low-risk counties (cities or districts) in Sichuan Province.

　　In view of resuming normal order of work and daily life in the low-risk regions within the Province, and in consideration of the situation of epidemic prevention and control in Sichuan, the emergency response command of Sichuan Province for COVID-19 issued Announcement No. 14 on March 25. The Announcement terminates, adjusts or delete some of the items in the previous announcements. The main content of the Announcement is as follows.

　　1. Terminate Item 1 in Announcement No. 2 “Temporarily suspend crowd gathering activities of all kinds. All those operation entities, including song-and-dance, gaming and entertainment, and internet services facilities, majong houses for business, large playing grounds for kids, gyms and indoor swimming pools, with risks of cross infection shall be shut down temporarily. Temporarily prohibit crowd dinner parties (including organized feasts in rural areas)” and Item 2 “Those who coming to Sichuan from Wuhan and other epidemic areas since January 10th, shall conduct 14-day quarantine at home”.

　　2. Terminate Item 2 in Announcement No. 5 “Medical observation or self-quarantine at home shall be implemented for all employees coming from Hubei and other heavy-hit epidemic areas”.

　　3. Terminate Item 2 in Announcement No. 6 “During the epidemic, suspend the reopening of majong houses, tea houses, internet cafes and other operation entities with risks of cross infection.”and Item 3 “Suspend the organization of crowd dinner parties”.

　　4. Terminate Item 4 in Announcement No. 9 “Close entertainment areas. Close crowed entertainment areas in shopping malls, including bars, dancing clubs, cinemas, gaming centers. Suspend services of baby caring rooms, playing grounds for kids, and indoor entertainment facilities”.

　　5. Terminate Item 3 in Announcement No. 12 “Implement a zonal approach for working, and stagger shifts of catering” and delete the term “Hubei and other key epidemic prevention and control areas” in Item 1.

　　ii. Border quarantine rules apply to all nationalities: judicial officials

　　Any Chinese or foreign citizen or stateless person who impairs frontier quarantine measures while entering or leaving China shall be equally held accountable in accordance with Chinese laws, officials with the Supreme People's Court and the Supreme People's Procuratorate said on March 24.

　　Chinese authorities have listed six kinds of behaviors that could constitute the crime of impairing frontier quarantine measures in a guideline, targeting individuals who spread or risk spreading a quarantinable infectious disease identified by the Chinese State Council, including plague, cholera, yellow fever and COVID-19.

　　People infected with quarantinable infectious diseases or suspected epidemic victims who refuse to receive isolated observation or fail to truthfully fill out their health declaration forms at border checkpoints, such as international airports, in China, could face criminal penalties, according to the guideline made public on March 16.

　　According to China's Criminal Law, whoever violates the provisions on frontier health and quarantine inspection and causes the spread or a grave danger of the spread of a quarantinable infectious disease shall face penalties ranging from a fine to imprisonment of no more than three years.

　　The officials explained the standards in identifying the elements that constitute the crime of impairing frontier quarantine and specified that those violations below the criminal law standards may still face administrative punishments.

　　Guidelines on handling epidemic-related crimes, including obstructing public service, producing and selling fake or inferior products and engaging in price gouging were also offered.

　　In handling criminal cases during the epidemic, procuratorates at all levels were asked to conduct interrogations by telephone or video, so as to reduce the risk.

　　Courts were asked to take necessary protective measures in cases where holding a hearing during the epidemic was absolutely necessary.

　　If the conditions are met and the situation is suitable, the court session may be held by video, according to the SPC official.

　　一、感染状況

　　四川省衛生健康委員会の発表により、3月24日に本省が新たに確認した感染者は2名（海外輸入型）であり、新たに完治退院した患者、新たな疑われる症例と死亡例はいない。

　　新たに確認した感染者について、

　　1．唐さん、男、26歳、3月17日に飛行機でアメリカよりカナダへ向かい、3月21日にカナダより香港へ行き、3月22日に香港より成都へ行き、成都に到着した直後に隔離医学観察と診療を受け、3月24日に感染確認した；

　　2．邹さん、女、24歳、3月22日に英国より出発、上海経由して3月23日に成都へ到着した。その後、すぐに隔離医学観察と診療を受け、3月24日に感染確認した。

　　上述2名に関する濃厚接触者はすべて追跡と集中隔離医学観察を実施している。

　　3月25日0時まで、本省が確認した感染者は累計547名であり、現在病院で隔離治療を受けている患者数は8名（すべて海外輸入感染症例）、死亡は3名、完治退院したのは536名、疑われる症例がいなく、医学観察を受けている人数は648名である。

　　現在まで、本省で生活している外国人の中で、感染確定例はいない。

　　本省183の県＜市、区＞はすべて軽度リスク県＜市、区＞である。

　　二、注目話題

　　全省軽度リスク地域の正常な生産生活秩序を回復させるために、当面の感染防止抑制情勢に合わせ、四川省新型コロナウイルス関連肺炎応急指揮部が3月25日に第14号通達を公表し、以前公表した通達の一部内容に対し、中止、調整と削除を行った。

　　（一）第2号通達第一条『各種類人員密集型イベントを中止し、娯楽施設、ゲームセンター、ネットカフェ、営利型麻雀屋や大型児童遊園地、ジム、室内プールなど交差感染リスクのある経営機構の休業を要する。密集型会食（農村部の農民による宴会も含め）』及び第二条『2020年1月10日以降、武漢など疫情深刻な地域からの人員に、14日間の在宅隔離を要する』との規定を終止する。

　　（二）第5号通達第二条『湖北など疫情深刻な地域からの人員に、医学観察や自宅隔離などの措置を厳格に実施する』との規定を終止する。

　　（三）第6号通達第二条『感染流行期間中、麻雀屋、喫茶店、ネットカフェなどの交差感染のリスクがある経営施設を一時休業する』及び第三条『密集型会食を一時禁止する』との規定を終止する。

　　（四）第9号通達第四条『デパートにあるバー、パブ、映画館、電子ゲームセンターなど人が密集する娯楽エリアを閉鎖する。母子室、児童遊び場、室内娯楽施設のサービスを一時停止する』との規定を終止する。

　　（五）第12号通達第三条の『パーテーション作業とピーク回避で食事する』との規定を終止し、第一条『湖北等疫情防止重点地域』という表現を削除する
