The mysterious Sanxingdui has demonstrated to the world the profound history and culture of Sichuan with thousands of years of precipitation. The soaring China (Sichuan) Pilot Free Trade Zone has shown the world its unlimited development potential for reform and innovation with four years of construction. The siren of trains in Qingbaijiang is stretching long, the roar of planes in Shuangliu crosses the state and the sea, and the working songs on the Chuanjiang River in southern Sichuan are inspiring. Walking into the China (Sichuan) Pilot Free Trade Zone, what you feel is the rhythm of institutional innovation, and what you hear is the powerful voice of opening up.

“四川自贸试验区以不足全省1/4000的面积，贡献了全省1/4的外商投资企业、1/10的进出口、1/10的新设企业，主要指标位居第三批自贸试验区前列。截至目前，四川自贸试验区累计新设企业14.6万家、注册资本超过1.6万亿元，新增外商投资企业1380家。”四川自贸办专职副主任陈友清介绍。

The China (Sichuan) Pilot Free Trade Zone, with an area of less than 1/4000 of that of the whole province, has contributed 1/4 of the foreign-invested enterprises, 1/10 of the import and export volume, and 1/10 of the number of newly-established enterprises in the province, coming out on top among the third batch of pilot free trade zones in terms of main indicators. So far, 146,000 new enterprises have been established in China (Sichuan) Pilot Free Trade Zone, with a registered capital of more than RMB 1.6 trillion, and 1,380 foreign-invested enterprises have been added." Chen Youqing, full-time deputy director of the Office of China (Sichuan) Pilot Free Trade Zone, introduced.

4年来，四川自贸试验区的建设加速推进，以成都天府新区片区、成都青白江铁路港片区、川南临港片区“三大片区”为依托，叠加空港、铁路、水运三条贸易通道优势，深耕自贸“试验田”，走出一条内陆自贸试验区国际化、特色化、便利化的发展之路，成为带动四川乃至西部开放开发的新引擎。

敢闯先试的四川自贸试验区，用4年的辛勤汗水浇灌这块“试验田”，取得了满满的收获。

在任务完成度方面，中央赋予的159项改革试验任务在四川自贸试验区的实施率超99%，地方事权全面实施；三批146项省级管理权限同步下放到自贸试验片区及协同改革先行区，放权频次居全国前列；在近年国务院发布的三批制度创新成果中，四川贡献了11个……

In terms of task completion, the implementation rate of 159 reform pilot tasks entrusted by the central government in China (Sichuan) Pilot Free Trade Zone exceeded 99%, and the local authority was fully implemented; three batches of 146 provincial-level administration authorities were simultaneously decentralized to the pilot free trade zone and the coordinated reform pilot area, with the frequency of decentralization ranking among the top in China; among the three batches of institutional innovations released by the State Council in recent years, Sichuan has contributed 11 achievements.

“基于多式联运一单制‘银担联合’模式，成都国际陆港运营有限公司联合中国银行青白江支行为公司提供最高300万元的循环额度授信，为企业节约了70%的资金成本，解决了企业融资难、融资成本高、融资渠道窄等难题，更提升了融资效率。”受益于多式联运一单制“银担联合”模式的成都列布卡木业有限公司总经理汪勤国表示：“近2年来，公司累计完成中俄国际木材运输班列近300列，打通了在国际供应链方面涉及的诸多瓶颈，为进口木材贸易企业和众多客户提供了既经济又快捷的运输服务，赢得了客商的赞誉。”

据了解，四川自贸试验区首创的一单制“银担联合”模式，实现了中欧班列进口货物从进口到销售全程货权质押授信，构建起银行、担保等多方协同、风险分担的陆上贸易融资新机制，让企业在制度创新下得到了真正的实惠。

It is understood that the one-order system "combination model of banks and guarantee companies" pioneered by the China (Sichuan) Pilot Free Trade Zone has realized the pledge credit of cargo rights from import to sale of China-Europe Railway Express, and established a new mechanism of multi-party cooperation and risk-sharing for onshore trade financing, such as banks and guarantee companies, allowing enterprises to obtain real benefits under institutional innovation.

一单制“银担联合”模式只是四川自贸试验区多式联运“一单制”改革的其中一项。自挂牌以来，四川自贸试验区以多式联运“一单制”改革为突破口，持续开展系统改革，加快构建契合陆路跨境贸易的多式联运单证体系，运用区块链等技术创新“一单制”全程控货物流服务、便捷结算和融资服务，推动一箱装货、一批托运、一次收费、一单到底、一票融资，探索解决陆路跨境运输规则不统一、运输单证无物权属性、贸易企业融资难等问题，为国家层面构建陆上物流与贸易新规则提供了丰富的实践经验。2019年，四川自贸试验区“铁路＋”多式联运一单制改革作为四川省经济建设领域唯一案例，入选党中央批准、中组部组织编写的《贯彻落实习近平新时代中国特色社会主义思想在改革发展稳定中攻坚克难案例》丛书。

It used blockchain and other technologies to innovate services, such as "one-order" system full-process control logistics services, convenient settlement and financing services, and it has promoted one-container loading, one batch of consignment, one-time charge, one order, and one-ticket financing to explore and solve the problems of inconsistent land cross-border transportation rules, transportation documents without property rights, and difficulty in the financing of trade enterprises, and provide a wealth of practical experience for building new rules for land logistics and trade at the national level. In 2019, as the only case in the field of economic construction in Sichuan Province, the "Rail +" one-order system reform of multimodal transport in China (Sichuan) Pilot Free Trade Zone was included in the series of The Cases of Overcoming Difficulties in Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Reform, Development and Stability approved by the CPC Central Committee and compiled by the Organization Department of the Central Committee of the CPC.

除了多式联运“一单制”改革，在制度创新上，四川自贸试验区推动了国家层面260项和四川省4批55项改革经验复制推广。“增值税小规模纳税人智能辅助申报模式”等5项成果入选国务院第六批复制推广改革试点经验,3项成果成为国务院第五批改革试点经验在全国复制推广，3项成果入选国务院自由贸易试验区工作部际联席会议办公室发布的自由贸易试验区第三批“最佳实践案例”；“创新国际物流运输模式”入选国务院服务贸易创新发展“最佳实践案例”；“自贸改革引领老工业基地转型发展”获国务院自贸试验区部级联席会办公室印发；全国首列中欧班列整列运费机制改革试点取得成功，落地全国首个保税维修备案制项目；双流机场首次实现国际货物跨航司跨货站转运。

“四川自贸试验区设立4年来制度创新成果斐然，其中空铁联运一单制货物运输模式、分布式共享模式实现‘银政互通’等11项成果更是走在全国前列，示范带动着西部其他自贸试验区聚焦各自区位、产业特色，加快探索更多原创性、开创性、差异化的改革成果，形成‘你追我赶、创优争先’的竞合局面。”西南财经大学中国（四川）自由贸易试验区综合研究院院长姜玉梅表示。

沿海沿边、通江达海是区域发展的优势所在，而身在内陆的四川自贸试验区，有哪些特色优势值得挖掘，又如何拓展外部通道，是能否种好自贸试验区这块改革“试验田”的关键所在。

For the inland China (Sichuan) Pilot Free Trade Zone, what characteristics are worth exploring, and how to expand external channels are the key to reform the cultivation of the "pilot field" of free trade.

中国国际经济交流中心经济研究部副部长刘向东表示：“四川自贸试验区的探索实践让四川从西部内陆地区变为开放前沿，而且通过积极探索，为西部地区实施西部大开发战略提供有益的经验；实施差异化的试验探索为内陆地区构建开放型经济新体制蹚出一条新路子。”

4年来，四川自贸试验区整合“临空、临铁、临水”三临叠加优势，水陆空高效闭环的对外战略通道正在加快构建。

Over the past four years, China (Sichuan) Pilot Free Trade Zone has integrated the superimposed advantages of "airway, railway, and waterway", and the construction of an efficient closed-loop external strategic channel of waterway, land, and airway is speeding up.

为四川自贸试验区打开空中通道的双流机场，已经开通33条通达五大洲的“客改货”航线，国际航线增至131条。去年5月的起降数量居全球首位，进出口通关时效列全国主要机场首位。

Chengdu Shuangliu International Airport has opened 33 "passenger-to-cargo" airlines to five continents, and the number of international airlines has increased to 131. Last May, the number of take-offs and landings of Chengdu Shuangliu International Airport ranked first in the world, and the time limit for import and export customs clearance ranked first in major airports in China.

在陆路，中欧班列（成渝）实现“统一品牌、整合数据、协同机制”，累计开行量达14000列，与59个境外城市、20个境内城市互通，开行量、重载率持续领跑全国，并且成都铁路港开行全国首列二手车出口专列。

On land, the China-Europe Railway Express(Chengdu-Chongqing) realized "unified branding, integrated data, and coordinated mechanism", with a total operation volume of 14,000 trains. It is interconnected with 59 overseas cities and 20 domestic cities and continues to lead the country in traffic volume and heavy load rate. Chengdu Railway Port has opened the first special export train for second-hand cars in China.

川南片区加强启运港退税“三控一共享”沿江协同模式运用，2020年至今已完成集装箱吞吐量18.78万标箱，长江黄金水道与西部陆海新通道、中欧班列实现无缝连接。

South Sichuan Port Area has strengthened the application of the coordinated mode of "three controls and one sharing" for a tax refund of departure ports along the river. Since 2020, the container throughput of 187,800 TEUs has been completed. The golden waterway of the Yangtze River has been seamlessly connected with West China Land Sea Corridor and China-Europe Railway Express.

水陆空的联动打通了开放发展的多条通道，让四川自贸试验区虽然身处内陆，但是依然站在开放的前沿。

The linkage of waterway, land, and airway has opened up multiple channels of opening-up and development, making China (Sichuan) Pilot Free Trade Zone stand at the forefront of opening-up although it is located inland.

“四川自贸试验区整合‘临空、临铁、临江’三临叠加优势，加快构建水陆空高效闭环的对外战略通道，实现以天府国际机场为依托，联合成都国际铁路港，打造依托中欧班列的国际多式联运规则体系，发挥立体化综合交通优势，畅通商品、服务和生产要素流动，稳定四川外贸外资的物流供应链，保障四川外资外贸健康发展。”姜玉梅表示。

此外，四川自贸试验区还与重庆、上海等口岸监管机构合作推进通关一体化改革，与厦门自贸试验区合作深化跨关区保税维修协同改革，外送厦门维修件物流费用降低80%，时间节省5天-7天。仅2020年，在“区域外发维修货物保税监管”模式下，区内企业节省物流费用40万元以上；区外承接维修业务企业约节省50万元关税成本和300万元担保资金，既降低了发国内维修的税收成本，又叠加了发国内维修的物流成本和时效优势，使区域内外发企业和区外承接企业同时受益，提升了区域内外维修企业的国际竞争力。

In addition, China (Sichuan) Pilot Free Trade Zone has also cooperated with Chongqing, Shanghai, and other port regulatory agencies to promote the integrated reform of customs clearance, and cooperated with China (Xiamen) Pilot Free Trade Zone to deepen the coordinated reform of cross-customs bonded maintenance, reducing the logistics cost of repairing parts delivered to Xiamen by 80% and saving the shipping time by 5-7 days. In 2020 alone, under the “Bonded Supervision of Regional Outbound Maintenance Goods” mode, enterprises in the region will save more than RMB 400,000 in logistics costs; enterprises that undertake maintenance services outside the region will save about RMB 500,000 in tariff costs and RMB 3 million in guarantee funds, which not only reduces the tax cost of domestic maintenance but also superimposes the logistics cost and timeliness advantages of domestic maintenance. It benefits both outbound companies in the region and undertaking companies outside the region and improves the international competitiveness of maintenance companies within and outside the region.

“区域外发维修货物保税监管模式是支持综合保税区内企业开展高技术、高附加值、符合环保要求的保税检测、全球维修业务发展的有力探索，将进一步优化区内外维修配套企业协作模式，促进航空维修产业发展，推动自贸试验区内航空维修基地、飞机维修产业链、航空保税租赁等航空经济发展。”受益企业相关负责人表示。

"The 'Bonded Supervision of Regional Outbound Maintenance Goods' mode is a powerful exploration to support the development of high-tech, high-value-added, and environmentally friendly bonded inspections and global maintenance business development for enterprises in the comprehensive bonded zone. It will further optimize the cooperation mode of maintenance supporting enterprises within and outside the region, promote the development of the aviation maintenance industry, and promote the development of the aviation economy of the aviation maintenance base, aircraft maintenance industry chain, and aviation bonded leasing in the pilot free trade zone." The relevant person in charge of the beneficiary enterprise said.

协同开放辟新路

“建设自贸试验区协同改革先行区，是四川服务国家战略、深化自由贸易试验区差别化探索的重要举措。推动内陆与沿海沿边沿江协同开放是中央赋予四川自贸试验区的差异化试验任务。”四川自贸办相关处室负责人表示。

“Building a coordinated reform pilot area of the pilot free trade zone is an important measure for Sichuan to serve the national strategy and deepen the differentiated exploration of the pilot free trade zone. Promoting the coordinated opening-up of inland and coastal areas, border areas and the regions along the Yangtze River is a differentiated test task assigned by the central government to China (Sichuan) Pilot Free Trade Zone.” The head of a relevant department of the Office of China (Sichuan) Pilot Free Trade Zone said.

4年来，四川自贸试验区建设既在因地制宜地探索差异化发展，也在不断统筹协同发展，实现了以“三大片区”辐射引领，自贸试验区协同改革先行区优势互补、协同开放、改革联动的新模式，加快推动落实四川“一干多支、五区协同”战略部署。

2019年，四川发布实施了《中国（四川）自由贸易试验区协同改革先行区建设“6＋1”总体方案》，正式启动建设宜宾、德阳、资阳、眉山、南充、自贡、内江、温江等首批8个先行区。经过一年多协同改革、协同创新、协同开放、协同发展，引领带动全省共享自贸试验区改革红利，改革开放联动效应日益彰显，区域协调发展态势逐步形成。

In 2019, Sichuan issued and implemented the "6+1" Overall Plan for the Construction of the Coordinated Reform Pilot Area of China (Sichuan) Pilot Free Trade Zone, and officially launched the construction of the first batch of 8 pilot zones, including Yibin, Deyang, Ziyang, Meishan, Nanchong, Zigong, Neijiang, and Wenjiang. After more than one year of coordinated reform, innovation, opening-up, and development, it has led and driven Sichuan to share the reform dividend of the pilot free trade zone. The coupling effect of reform and opening-up is increasingly manifested, and the regional coordinated development trend is gradually formed.

姜玉梅表示，首批协同改革先行区的启动以及规划培育打造的更多协同改革先行区，扩大了自贸试验区政策红利，探索优化了自贸试验区空间布局，也为整个西部自贸试验区的空间布局优化提供了重要借鉴。

Jiang Yumei said that the launch of the first batch of coordinated reform pilot areas and the planned cultivation and construction of more coordinated reform pilot areas have expanded the policy dividend of the pilot free trade zone, explored and optimized the spatial layout of the pilot free trade zone, and also provided an important reference for the optimization of the spatial layout of the entire pilot free trade zone in the western region of China.

根据《总体方案》，各协同改革先行区提出先行先试的重点任务，强化联动试验和系统集成，持续释放自贸红利。比如，德阳在全省率先推出企业开办全环节、全流程“零成本一日办”举措，企业开办时间由平均3天压缩至1天。温江研究制定仿制药参比制剂、药品上市许可持有人、GCP认证等7项奖励政策，全区申报企业和品种均居全省前列。

According to the Overall Plan, each coordinated reform pilot area puts forward the key tasks of first pilots, strengthens linkage tests and system integration, and continuously releases the dividends of free trade. For example, Deyang takes the lead in launching the "zero-cost one-day operation" initiative in the whole process of enterprise's start-up in Sichuan Province, with the average start-up time reduced from 3 days to 1 day. Wenjiang researches and formulates 7 reward policies such as general reference preparations, marketing authorization holder, and GCP certification, and the declared enterprises and varieties of the region rank top in Sichuan province.

如果说四川自贸试验区在省内形成了全省联动一盘棋的态势，那么四川自贸试验区主动与其他西部自贸试验区协同探索、联动改革，则探索出了西部新一轮对外开放的新体制、新机制、新模式。尤其是携手重庆共建川渝自由贸易试验区协同开放示范区，则是四川主动服务和融入国家重大战略，打造具有国际影响力的内陆特殊经济功能区的重要实践。

If China (Sichuan) Pilot Free Trade Zone has formed a trend of provincial linkage, it has taken the initiative to explore and reform together with other pilot free trade zones in the western region of China and has explored a new system, mechanism, and mode of opening-up in the western region of China. In particular, cooperating with Chongqing to build the Co-opening-up Demonstration Zone of China (Sichuan) Pilot Free Trade Zone &China (Chongqing) Pilot Free Trade Zone is an important practice for Sichuan to provide active services and integrate into major national strategies to build inland special economic function zones with international influence.

盘古智库高级研究员江瀚表示：“《成渝地区双城经济圈建设规划纲要》提出建设川渝自由贸易试验区协同开放示范区，加大力度推进首创性、差异化改革，扩大金融、科技、医疗、贸易和数字经济等领域开放。只要成渝双城经济圈建设好了，将会成为推动四川自贸试验区发展非常强劲的重要引擎，并且能够为四川自贸试验区提供基础而强大的动力。”

建设川渝自由贸易试验区协同开放示范区是由国家首次提出跨省域自贸试验区合作，为打造成渝双城经济圈“两中心两地”注入新动能，为内陆自贸试验区建设开辟新路径，为促进国内国际双循环、构建新发展格局树立新标杆。

商务部研究院区域研究中心主任张建平则认为，川渝自由贸易试验区协同开放示范区的建设，让两地相互促进、相互联动，在吸收利用海外资本和国内资本方面可以发挥各自的比较优势，加强产业之间的协同布局；对四川自贸试验区在简政放权、转变政府职能、落实外商投资法，以及加快高附加值的制造业、服务业新一轮集聚，同时深度融入“一带一路”建设中，都会发挥重要的促进作用。

Zhang Jianping, Director of the Regional Research Center of Chinese Academy of International Trade and Economic Cooperation (CAITEC), believes that the construction of the Co-opening-up Demonstration Zone of China (Sichuan) Pilot Free Trade Zone &China (Chongqing) Pilot Free Trade Zone can promote and interact with each other, give full play to their comparative advantages in absorbing and utilizing overseas and domestic capital, and strengthen the collaborative layout between industries; it will help China (Sichuan) Pilot Free Trade Zone play an important role in promoting, such as streamlining administration and delegating power, transforming government functions, implementing foreign investment laws, and accelerating a new round of agglomeration of high value-added manufacturing and service industries, while deeply integrating into the construction of the Belt and Road.

In 2019, the innovative establishment of the People's Procuratorate of the PRC of China (Sichuan) Pilot Free Trade Zone named after the entire provincial free trade zone in the country marked the beginning of a new stage in the construction of the rule of law in Sichuan's free trade.
