　　2021 marks the 100th anniversary of the founding of the Communist Party of China (CPC). The CPC set out on an arduous yet magnificent journey in the past century. Under its leadership, Sichuan is pulling off sweeping, glorious victories in commerce.

翻开过去五年来的答卷，四川商务领先中西部，在全国商务发展中留下一抹惊鸿：商务运行主要指标高于全国、领先中西部，货物贸易、服务业发展等指标提前完成“十三五”目标任务，稳外贸稳外资、优化营商环境等工作连续三年受到国务院督查激励……

Sichuan has been dominating the list of midwestern Chinese provinces in terms of commercial achievements over the past five years, leaving the whole country with a distinct impression. The main indicators of Sichuan's commercial activity are higher than the national average and those of other midwestern Chinese provinces; the indicator of the development of trade in goods and services in Sichuan reached the goal established for the 13th Five-Year Plan Period; Sichuan has been, for three consecutive years, commended by the State Council for its efforts to promote steady growth in foreign trade and foreign investment and to optimize the business environment.

货物贸易年均增长20.4%、服务贸易连续5年以上稳居中西部第一、“世界500强”企业落户数量居中西部第一、利用外资保持中西部第一……过去五年，四川的开放型经济成绩喜人。

Sichuan's trade in goods increased by an annual average of 20.4%; its service trade has been ranking first in midwestern China for over five years running; it ranks first in midwestern China for the number of "Fortune 500" enterprises that operate in Sichuan; the amount of foreign capital that Sichuan utilizes occupies the number one slot in midwestern China. The past five years stand as testimony to Sichuan's achievements in its open economy.

“我们坚定不移扩大对外开放，立体全面开放加快成势。”四川省商务厅相关负责人说，五年来，四川开放型经济快速发展，开放平台多点突破，国际合作深化拓展。

"We will unswervingly open wider and in a multifaceted way to the rest of the world," a head of the Sichuan Provincial Department of Commerce said. Sichuan's open economy has developed swiftly in the past five years, making multiple breakthroughs on its opening-up platform and pushing international cooperation to new heights.

“十三五”时期，四川外贸发展主要取得了七大成就：一是进出口额年均增速大幅高于全国水平。二是外向型产业结构持续优化。三是多种贸易方式实现竞相发展。四是目标市场初步形成“大小三足”鼎立局面。五是市场主体队伍不断壮大。六是区域协同开放发展迅速。七是贸易枢纽功能不断增强。统计数据显示，四川进出口额2020年突破8000亿元大关，是2015年的2.5倍，全国排位由2015年的第12位跃升至第8位。

During the "13th Five-Year Plan" period, Sichuan made seven major achievements in foreign trade: the average annual growth rate of the import-export volume far surpassed the national average; the export-oriented industrial structure took a turn for the better; multiple modes of trade emerged; a tripartite target market pattern basically formed; the main market players grew in size; regional coordination in opening-up gathered pace; the functionality of Sichuan as a trade hub improved. According to statistics, Sichuan's import-export volume exceeded RMB 800 billion in 2020, 2.5 times that of 2015, rising from the 12th slot in 2015 to the 8th on the national ranking list.

该负责人表示，四川服务贸易发展态势强劲，有力发挥了稳外贸作用。四川服务贸易试点全面深化，服务外包转型升级加速，服务基地出口引领能力持续增强，数字贸易强力崛起，文化贸易品牌快速成长，贸易促进不断升格。统计数据显示，“十三五”期间，四川服务贸易进出口总额快速增长。2020年，该省服务贸易进出口额1212.2亿元，位居全国第七，中西部第一。

A foreign trade official said that Sichuan's flourishing service trade is promoting steady growth in foreign trade. Sichuan is pressing ahead with pilot service trade, service outsourcing is accelerating the pace of development as the upgraded version of service trade, service bases are playing an increasingly leading role in boosting export, digital trade is rising exponentially, fledgling brands of cultural trade are growing, and trade promotions are going on at a higher level. Statistics show that the total import-export volume of service trade in Sichuan increased rapidly during the 13th Five-Year Plan period. In 2020, the value of Sichuan's total imports and exports of service trade reached RMB 121.22 billion, ranking seventh in China and first among midwestern Chinese provinces.

看外资，四川近年来先后出台“扩大开放促进投资”“外资20条”“不见面招商13条”等政策举措，推动设立重大招商引资项目激励奖补资金，连续四年开展“进千企、解难题、送服务、促发展”活动，承办了第八次中日韩领导人会议等国际盛会，举办了西博会、科博会、农博会、中外知名企业四川行等大会，有力推动招商引资工作。数据显示，“十三五”时期，四川实际利用外资510多亿美元，其中外商直接投资达114亿美元，总量全国排名由2018的第10位升至2019年的第9位，稳居中西部第一。

To attract foreign investment, Sichuan introduced "Open Wider, Promote Investment", "20 Guidelines regarding Foreign Investment", and "13 Guidelines on Non-Contact Investment Invitations" in recent years and set up incentive funds for major investment-attracting projects. For four consecutive years, Sichuan "contacted enterprises to solve their problems and delivered services to drive development". It hosted many international events such as the 8th Trilateral Summit Meeting among the People's Republic of China, Japan and the Republic of Korea and other events including the Western China International Fair, China Beijing International High-Tech Expo, China International Modern Agricultural Exhibition, and Sichuan Travel of China and Foreign Well-known Enterprises. These events greatly promoted investment invitation and capital attraction. Data show that during the 13th Five-Year Plan period, Sichuan actually utilized more than USD 51 billion in foreign capital, of which foreign direct investment amounted to USD 11.4 billion. Sichuan rose from the 10th slot on the national ranking list in 2018 to the 9th in 2019 and topped the list of midwestern Chinese provinces in terms of the total amount of actually utilized foreign capital.

在对外投资合作方面，四川省外经企业从1981年开始走出去，对外承包工程完成营业额从不足1千万美元已经发展到2020年的51.8亿美元，对外直接投资于2015年突破10亿美元。2019年，对外承包工程新签合同额高达185.07亿美元，其中，由中国化学工程第七建设有限公司承揽在建的俄罗斯波罗的海化工综合体项目，是我国在全球最大的承包工程项目。

With respect to outward investment, Sichuan companies engaged in international trade first went overseas in 1981. The turnover of the foreign projects they contracted to run overseas increased from less than USD 10 million to USD 5.18 billion in 2020, and their direct outward investment exceeded USD 1 billion in 2015. In 2019, Sichuan contracted to run a number of foreign projects which involved a total investment of US$ 18.507 billion, among which the Baltic Chemical Complex project in Russia, under construction by China National Chemical Engineering &Construction Corporation Seven, LTD., is the largest overseas project contracted by China.

在国际合作方面，四川主动融入“一带一路”建设，“中国-欧洲中心”吸引170余家国际知名机构和企业入驻，18个国家馆入驻“一带一路”国家馆群。四川省三成货物贸易和新增境外投资企业、80%新签对外承包工程来自沿线国家。国际友城和友好合作关系达392对，驻川领事机构达20家，仅次于北京、上海、广州。

With respect to international cooperation, Sichuan actively responds to the call of the "Belt and Road Initiative". More than 170 international institutions and enterprises have entered the "Center for China-Europe Cooperation", and 18 national pavilions have joined the "Belt and Road" national pavilions group. 30% of Sichuan's trade in goods and new foreign-invested enterprises and 80% of the foreign projects it has contracted to run involve the countries along the Belt and Road. 392 cities, institutions, and companies in Sichuan have established friendly cooperative relations with their foreign counterparts. Sichuan is home to 20 consular offices, second only to Beijing, Shanghai, and Guangzhou.

　　Domestic Trade Boomed

近五年来，四川省商务厅坚定不移促进内贸流通发展，推动消费市场更加繁荣有序。

In the past five years, the Sichuan Provincial Department of Commerce has launched a bid to promote the development of domestic trade and to bring prosperity and order to the consumer market.

四川省商务厅相关负责人介绍，在市场拓展方面，四川近年来深入开展“惠民购物全川行动”“川货全国行”“万企出国门”三大市场拓展活动，近五年累计组织近60万家企业开展促销活动近6万场次，明显促进了消费增长。数据显示，“十三五”时期，四川社会消费品零售总额年均增长8.5%，比全国高3.1个百分点。

According to an official of the Sichuan Provincial Department of Commerce, Sichuan launched three major market penetration programs in recent years — "Provincewide People-Benefiting Shopping", "Sichuan Goods on a National Tour" and "Enterprises Going Global" and hosted almost 60,000 promotional events involving nearly 600,000 enterprises in the past five years, giving a tremendous boost to consumption. Data show that during the 13th Five-Year Plan period, the total retail sales of social consumer goods in Sichuan increased by 8.5% annually, 3.1 percentage points higher than the national average.

在商贸流通体系建设方面，四川成都宽窄巷子成全国首批示范步行街，成都、广安、泸州3市入选全国供应链创新与应用试点城市。培育200余个上亿元商品市场和农产品批发市场，社会物流总费用占地区生产总值比率由2015年的18.3%降至2020年的15%左右。药品、川酒流通行业发展迅速。建立七大类重要产品追溯管理平台，商务领域守信激励、失信惩戒信用机制不断完善。

With respect to building a circulation system, the Kuanzhai Alley in Chengdu has been named Demonstration Pedestrian Street, one of the first in China, and Chengdu, Guang'an, and Luzhou have been designated Pilot City for Supply Chain Innovation and Application in China. Sichuan holds more than 200 commodity markets and wholesale agricultural product markets, each of which is valued at over RMB 100 million. The proportion of total social logistics costs to regional GDP decreased from 18.3% in 2015 to about 15% in 2020. Drugs and Sichuan Baijiu have gone into general circulation. Sichuan has established a management platform for tracking seven major categories of products. It works to foster commercial credibility and punish dishonesty.

拉动四川内贸消费增长的新动能持续增强。四川持续提升县乡村三级电商公共服务能力，成功争取112个电子商务进农村综合示范县项目，总量居全国第一；四川争取创建国家级电子商务示范企业5个、示范基地4个，跨境电商综试区增至4个，电商双创孵化器和创新创业园区超过300个。四川发布10条年产值超过百亿元电商产业带，成功引进阿里、腾讯等30余家电商头部企业在川设立区域总部，电商经营主体队伍超过160万家。“十三五”时期，四川电商交易额超过3.6万亿元、年均增长15%以上，2020年四川网络零售额占社消零比重达28.5%、较2015年提高14个百分点。

The new driver that stimulates domestic consumption in Sichuan is gaining strength. Sichuan continues to increase the capacity of e-commerce for public service at the county, township, and village levels. Thanks to its efforts, 112 counties in Sichuan have been designated by the state as comprehensive rural e-commerce pilot counties, ranking first in the country. Sichuan has launched the bid to establish five national e-commerce pilot enterprises, four e-commerce pilot bases, four integrated pilot zones for cross-border e-commerce, and over 300 e-commerce mass entrepreneurship and innovation incubators and innovation and entrepreneurship industrial parks. Sichuan has established 10 e-commerce industrial zones, each of which produces over RMB 10 billion of goods annually. More than 30 leading e-commerce enterprises, such as Alibaba and Tencent, have set up regional headquarters in Sichuan. The number of e-commerce business entities in Sichuan exceeds 1.6 million. During the "13th Five-Year Plan" period, the sum of e-commerce transactions conducted in Sichuan exceeded RMB 3.6 trillion, an average annual growth rate of over 15%. In 2020, online retail sales in Sichuan accounted for 28.5% of the total retail sales of social consumer goods, an increase of 14 percentage points over 2015.

服务经济作为四川商务发展的新动能，也在迅速发展。五年来，四川服务业发展呈三大特点：一是总量规模翻番，服务业增加值超2.5万亿元，占GDP比重达52.4%；二是重点产业支撑作用明显。“4＋6”现代服务业体系逐步健全，四大支柱型服务业加快转型升级，六大成长型服务业持续做大做强；三是聚集发展步伐加快。8个区域性服务业中心城市加快发展，占全省服务业比重达31.9%，比2015年提高5.1个百分点，形成千亿级、五百亿级集聚区分别为7个和4个。

Sichuan's service economy is also expanding as a new driving force behind its commercial activity. Sichuan's service industry had three characteristics in the past five years. First, the gross scale doubled, and the value-added of the service sector exceeded RMB 2.5 trillion, accounting for 52.4% of GDP. Second, the supporting role of key industries rose to prominence; the "4+6" modern services system is improving; the four pillar service industries are undergoing transformations and receiving upgrades; the six growth service industries are growing in size and strength. Third, the development of industrial clusters is gathering pace. Eight regional service center cities are expediting their development, accounting for 31.9% of Sichuan's service industry, 5.1 percentage points higher than 2015. Seven hundred-billion and four half-hundred-billion industrial clusters have been built.

以开放促改革，以改革促发展。四川商务取得骄人成绩，与四川商务领域全面深化改革息息相关。近年来，四川商务改革记录着这样的成绩：四川自贸试验区协同改革开放、服务业改革列入全省全面深化改革“十件大事”……

Opening-up expedites reform; reform drives development. Sichuan owes its impressive achievements in commerce to its commercial reforms. Sichuan has pushed through these commercial reforms in recent years: the China (Sichuan) Pilot Free Trade Zone coordinates reform with opening-up; reform of the service sector is included in the list of the "Ten Major Tasks" that Sichuan is to undertake to comprehensively deepen reform.

“十八届三中全会以来，我们坚决贯彻落实党中央和省委决策部署，坚定不移深化商务领域改革。”四川省商务厅相关负责人介绍，四川商务领域改革呈现出从夯基垒台、立柱架梁到全面推进、积厚成势，再到系统集成、协同高效的阶段性变化。

"Since the Third Plenary Session of the Eighteenth Central Committee, we have resolutely implemented the decisions made by the CPC Central Committee and the CPC Sichuan Provincial Committee and have unswervingly deepened the reform of the business sector". According to an official of the Sichuan Provincial Department of Commerce, Sichuan's commercial reform has gone through the following stages: laying the foundation, erecting columns, making substantial progress, gathering momentum, systematic integration, and coordination for high efficiency.

该负责人表示，商务厅在全面深化改革过程中，主要采取了四大举措：一是始终把完善工作机制作为深化商务改革的核心保障。二是始终把聚焦重点领域创新作为深化商务改革的主攻方向。三是始终把强化系统集成作为深化商务改革的重要方法。四是始终把推广复制经验作为深化商务改革的根本目的。

The official said that the Sichuan Provincial Department of Commerce has taken four major measures to comprehensively deepen reform. First, it attaches overriding importance to the improvement of the working mechanism as a guarantee for deepening commercial reform. Second, it regards innovation in key fields as the main direction of deepening commercial reform. Third, it considers boosted system integration an important method to deepen commercial reform. Fourth, it sees the sharing of experience as the fundamental purpose of deepening commercial reform.

四川省商务厅成立了以厅长为组长的厅改革专项小组，坚持“改革与开放并举，发展与法治同步”的工作取向，每年制订《商务改革台账》，建立“清单制＋责任制＋督查制”。在改革政策上，四川省商务厅聚焦重点领域创新，紧扣省委“3＋N”改革工作总体部署，出台了近60个改革文件。

The Sichuan Provincial Department of Commerce has put together a reform task force headed by the department head, "gives equal priority to reform and opening-up and synchronizes development with the rule of law", prepares the yearly Commercial Reform Standing Book, and has established the "checklist system + responsibility system + supervision system". With respect to reform policies, the Sichuan Provincial Department of Commerce highlights innovation in key fields, sticks to the "3+N" overall reform plan devised by the CPC Sichuan Provincial Committee, and has released nearly 60 documents on reform.

四川商务改革通过推广复制经验突出“全面深化”，而且惠及全国。引入国家经验，认真复制国家层面推广的260项自贸试验区改革试点经验，率先向全省复制推广四批55项自主经验；立足省内推广，该厅精心编制了文化贸易、电子商务、境外商务代表等重大改革案例，总结成都国家级内贸流通体制改革发展、服务贸易创新发展等试点经验。此外，该厅还将较好的改革经验向全国分享，比如内贸流通体制改革5条经验，已经在全国推广。

Sichuan carries through comprehensive, in-depth commercial reform by promoting and sharing its experience to the benefit of the whole country. Sichuan draws on the national experience in carrying out reforms in 260 pilot free trade zones and takes the lead in replicating and promoting four batches of success stories, which total 55, provincewide. To promote the experiences in Sichuan, the department put together major successful reforms concerning cultural trade, e-commerce, and overseas business representatives, and has summarized the experiences of Chengdu in reforming the state-level domestic circulation system and innovating service trade. In addition, the department shares good experiences in reform nationwide. Five success stories of the reform of the domestic circulation system are circulating around the country.

　　A Big Platform for Wider Opening-up

四川开放型经济加速推进，离不开四川开放平台所发挥的强大带动作用。

Sichuan's open economy owes its rapid development to the powerful driving force generated by Sichuan's open platform.

以不足全省1/ 4000的面积，贡献了全省近1/4的外商投资企业、1/10的进出口，截至5月底，累计新设企业15.8万家、注册资本超1.6万亿元，进出口总额超3000亿元，亿元以上项目404个，新增外商投资企业1432家，实际利用外资（FDI）23.8亿美元。主要指标居第三批自贸试验区前列……这是四川省自贸试验区取得的成就。

Nearly 1/4 of the foreign-invested enterprises in Sichuan are based in areas which, combined, are short of 1/4,000 of Sichuan's total area and these areas have yielded 1/10 of Sichuan's imports and exports. By the end of May, 158,000 enterprises have been established in Sichuan, with a registered capital of over RMB 1.6 trillion and an import-export volume of over RMB 300 billion. 404 projects are valued at over RMB 100 million, 1,432 foreign-invested enterprises have been established, and the amount of foreign direct investment (FDI) in actual use reaches USD 2.38 billion. Sichuan's main commercial indicators top the list of the 3rd batch of pilot free trade zones in China. This is the achievement of China (Sichuan) Pilot Free Trade Zone, and more is yet to come.

中国（四川）自由贸易试验区挂牌于2017年4月，四川加速实施自贸试验区建设引领性工程，中央赋予的159项改革试验任务实施率超99%，146项省级管理权限顺利下放，在近年国务院发布的86项制度创新成果中，四川贡献了11项。在全国首创建设协同改革先行区，推动自贸红利共享，首批8个先行区建设取得阶段性成效。携手重庆共建川渝自由贸易试验区协同开放示范区，打造具有国际影响力的内陆特殊经济功能区。

Since China (Sichuan) Pilot Free Trade Zone was built in April 2017, Sichuan has ramped up the implementation of flagship pilot free trade zone projects. It has performed 99% of the 159 pilot reform tasks delegated by the Central Government and has devolved 146 provincial management responsibilities. Sichuan has contributed 11 of the 86 institutional innovations released by the State Council in recent years. Sichuan is the first in China to build the coordinated reform pilot areas. It initiated the sharing of free trade dividends. The construction of the first eight pilot areas has already seen initial results. Sichuan joins hands with Chongqing to build the Co-opening-up Demonstration Zone of China (Sichuan) Pilot Free Trade Zone &China (Chongqing) Pilot Free Trade Zone and works to build an inland special economic functional zone with international influence.

During the "13th Five-Year Plan" period, Sichuan's eight state-level economic and technological development zones, with a combined area of just 1.5/10,000 of the total area of Sichuan, contributed 12% of the actually utilized foreign capital, 9% of the regional GDP, and total imports and exports. This achievement is attributed to Sichuan's continued efforts to innovate and upgrade its state-level economic and technological development zones.

四川省商务厅相关负责人表示，2000年-2013年，四川先后向国务院申请设立8个国家级经济技术开发区。2021年6月新获批设立2个国家级经济技术开发区，数量居西部第一、中西部第二、并列全国第五。党的十八大以来，四川主要采取了三大举措推动国家级经开区发展：一是以制度创新为突破口，鼓励国家级经开区在深化“放管服”改革方面走在前列，充分发挥市场在资源配置中的决定作用和政府的重要作用，通过优化机构职能、管理体制、激励机制和支持复制推广自贸试验区改革经验等举措，营造更加有利于国家级经开区产业发展、有利于带动地区经济发展的制度环境。二是以开放创新为助推器，充分发挥国家级经开区对外开放平台作用，在对外贸易、利用外资等领域通过提高质量、优化结构、拓展空间激发开放型经济活力；深度融入国家战略，进一步完善平台功能，高质量规划建设国际（地区）合作园区，发挥国家级经开区“稳外资、稳外贸”的平台作用。三是以科技创新为催化，促进知识、技术、信息、数据、人才等要素在国家级经开区汇集，推动质量效率变革，鼓励率先将国家科技创新政策落实到位，为国家级经开区产业升级发展赋能，积极打造科创集聚区和产业新高地。

According to an official of the Sichuan Provincial Department of Commerce, Sichuan applied to the State Council for the establishment of eight state-level economic and technological development zones from 2000 to 2013. In June 2021, two state-level economic and technological development zones were approved, ranking first in western China, second in midwestern China, and fifth (shared with another province) in China. Since the 18th National Congress of the Communist Party of China, Sichuan has taken three major measures to promote the development of its state-level economic and technological development zones. First, Sichuan starts with institutional innovation, encourages state-level economic and technological development zones to take the lead in "streamlining administration, delegating power, improving regulation and upgrading services", gives full play to the decisive role of the market in resource allocation and the important role of the government, and strives to create an institutional environment more conducive to the development of state-level economic and technological development zones and regional economic development by optimizing institutional functions, the management system, and the incentive mechanism and supporting the replication and promotion of the experiences of pilot free trade zones in reform. Second, Sichuan leverages the role of innovation and opening-up in driving growth, uses state-level economic and technological development zones as platforms for opening-up, and taps into the strength of the open economy by improving quality, optimizing the structure, and expanding space in foreign trade and foreign capital utilization; it integrates itself into the national strategy, further improves the functionality of its platforms, plans and builds high-quality international (regional) cooperation industrial parks, and makes room for state-level economic and technological development zones to "stabilize foreign investment and foreign trade". Third, Sichuan makes scientific discovery and technological innovation serve as the catalyst, gathers together knowledge, technology, information, data, and talent in state-level economic and technological development zones, pushes for the improvement of quality and efficiency, encourages the immediate implementation of the state's policies on scientific discovery and technological innovation, supports industrial upgrading in state-level economic and technological development zones, and vigorously builds a scientific and technological cluster and a new industrial hub.

国际（地区）合作园区也是四川发展开放型经济的重要承载平台。该负责人表示，目前，四川共有16家国际（地区）合作园区，另有1家中欧（成都）智能制造合作园区进入培育期。四川利用部委和省对外合作机制在国家级开发区、产业园区和新区等开展国际经贸、技术合作，推进国际（地区）合作园区建设，将国际(地区)合作园区打造成推进全省经济高质量发展的新引擎、推动开放合作的新平台、强化创新驱动的新载体、促进绿色发展的新典范，建立健全园区评价体系，指导园区培育建设发展，推动实现差异化发展，提升对外开放合作水平。2018年、2019年合作园区实际到位外资分别为3.57亿美元、4.97亿美元，进出口额分别为306.8亿元、234.5亿元。

International (regional) cooperation industrial parks are also an important platform for the development of Sichuan's open economy. According to the official, Sichuan currently has 16 international (regional) cooperation industrial parks, and the China-Europe (Chengdu) Intelligent Manufacturing Cooperation Industrial Park is still in the incubation period. Sichuan conducts international trade and promotes technical cooperation in state-level economic and technological development zones, industrial parks, and new districts based on international cooperation mechanisms at the ministerial, commission, and provincial levels, builds international (regional) cooperation industrial parks, and turns them into new engines driving the high-quality development of the economy, new platforms promoting opening-up and cooperation, new media fostering innovation-driven development, and new models promoting green development, establishes a complete industrial park assessment system, guides the development of industrial parks, advocates diversified development and continues to boost opening-up and cooperation. In 2018 and 2019, Sichuan's cooperation industrial parks received USD 357 million and USD 497 million, respectively, in actual foreign investment, and their total import-export volume reached RMB 30.68 billion and RMB 23.45 billion.

外贸转型升级基地也是四川推动开放的重要平台。该厅负责人介绍，目前，四川共有国家级、省级外贸基地28家，基地聚集了特色产品相关企业3800余家，解决370余万人的就业。2020年，全省外贸基地实现销售收入超2万亿元，进出口6760.8亿元、约占全省外贸总额的84%，外贸基地呈现出蓬勃发展态势，成为促进地方经济社会发展的重要力量。

根据统计，四川网络交易额从2016年2.12万亿元增长到2020年3.6万亿元，超额完成了“十三五”时期提出的3.5万亿目标，年均增幅14.13%；网络零售额从2016年2462.4亿元增长到2020年5881.04亿元，年均增幅24.32%，在社消零中的占比从15.78%提升到28.24%。

Online retail sales in Sichuan increased from RMB 246.24 billion in 2016 to RMB 588.104 billion in 2020, an average annual increase of 24.32% and a rise from 15.78% to 28.24% in proportion to the total retail sales of social consumer goods.

电子商务进农村综合示范项目对四川电子商务快速发展发挥了重要作用。该负责人表示，四川自2014年开始启动电子商务进农村综合示范县项目建设，已成功争取112个综合示范县项目，总量和今年新增量居全国第一，争取国家资金近22亿元，涉及103个县（市、区），实现省内21个市（州）、66个原国家级贫困县全覆盖。

Comprehensive rural e-commerce pilot projects contribute enormously to the rapid development of e-commerce in Sichuan. The official said that Sichuan launched the comprehensive rural e-commerce pilot county project in 2014. So far, 112 counties in Sichuan have been designated by the state as comprehensive rural e-commerce pilot counties, ranking first in terms of the total number and the increase of this year. The state has allocated nearly RMB 2.2 billion in state funds to Sichuan, involving 103 counties (cities and districts) and benefiting 21 cities (prefectures) and 66 former state-level poverty-stricken counties.

Fourth, it makes clear what responsibilities each of us should take on, works pragmatically to unite all those engaged in rural e-commerce, and strives to improve the efficiency of pilot projects.

“‘十四五’期间，四川省电商工作要充分体现时代新变化、符合实践新要求、反映人民新期待，力争在更高质量发展、更高品质生活、更高水平开放和更高效能治理等四个方面发挥优势作用。”展望未来，四川商务厅表示，四川将继续推动电商发展：一是围绕四川“十四五”经济社会发展总体目标，以加快完善全省电商产业链、供应链建设为主基调，开创电商与产业深度融合协作新局面，推进电商创新转型升级；二是力争“十四五”期间，全省网络交易额年均增幅10%，网络零售额年均增幅15%，跨境电商和市场采购交易额达到1500亿元，年均增幅超过20%。（记者吴力）
