3月13日下午,2023年全省电子商务工作会议在成都召开。会议深入学习贯彻省委、省政府工作部署和全国电子商务工作会议、全省商务工作会议精神,总结2022年全省电子商务工作和分析下一步发展形势,安排部署2023年电子商务工作。商务厅副厅长梁勇出席会议并讲话,会议由厅二级巡视员王春莲主持。

The conference thoroughly studied and implemented the work arrangements of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, the spirit of the National E-commerce Work Conference and the Sichuan Provincial Business Work Conference, summarized the e-commerce work of Sichuan in 2022, analyzed the next development situation, and made the e-commerce work arrangement in 2023. Liang Yong, Deputy Director of the Sichuan Provincial Department of Commerce, attended and addressed the conference. The conference was presided over by Wang Chunlian, Second-level Inspector of the Sichuan Provincial Department of Commerce.

2022年,全省电子商务工作紧紧围绕省委、省政府决策部署和商务中心工作,在疫情反复、极端高温、拉闸限电、地震灾害等多重超预期困难叠加的情况下,四川电子商务逆势保持稳定增长,为四川稳住经济大盘贡献了电子商务力量。据成都映潮大数据监测统计,2022年全省网络交易额41520.4亿元、同比增长2%;网络零售额7251.9亿元、同比增长2.9%。

Under the repeated pandemic outbreak, extremely high temperatures, power rationing, earthquake disasters and other multiple unexpected difficulties, Sichuan's e-commerce maintained steady growth amid a bleak situation and contributed to Sichuan's economic stability. According to the big data monitoring statistics provided by Sunsharp Technology in Chengdu, in 2022, Sichuan's online transaction volume was RMB 4,152.04 billion, with a year-on-year increase of 2%, and the online retail sales reached RMB 725.19 billion, with a year-on-year increase of 2.9%.
会议强调,2023年乃至以后一段时间,电子商务将迎来新一轮的恢复增长期,生活服务类网络消费爆发式增长,增速有望超越疫情前水平。以直播电子商务、即时零售为代表的新业态新模式将成为网络消费新的增长极。新技术将率先在消费端引领变革,数字技术与实体经济进一步融合发展,带来新消费的巨大变革。
The conference stressed that in 2023 and beyond, e-commerce will usher in a new round of recovery and growth, and life service online consumption will experience explosive growth, which is expected to exceed the pre-pandemic level. New business forms and models represented by live e-commerce and instant retail will become a new growth pole for online consumption. New technologies will guide the changes at the consumer end, and digital technology and the real economy will further integrate and develop, bringing about great changes in new consumption.
会议要求,2023年全省电子商务工作,要认真贯彻党的二十大精神,落实中央经济工作会议、全国电子商务工作会议和省委、省政府工作部署,围绕商务厅工作重心,切实抓住新电子商务发展机遇期,加强电子商务与“两省一地”双向推动,聚焦电子商务新业态新模式高质量发展首要任务,以做大网络零售额为目标,以提升千亿直播电子商务产业规模为手段,重点任务包括办好促消活动、提升经济贡献度、壮大市场主体、打响川字号品牌、优化发展环境、强化组织领导等6个方面19项工作,持续推动四川电子商务新业态走在“全国前列”,力争全年网络零售额增长10%以上。

Focusing on the primary task of high-quality development of new e-commerce formats and models, with the goal of increasing online retail sales and expanding the scale of the 100-billion-yuan-level live-streaming e-commerce industry as a means, the key tasks include 19 tasks in 6 aspects, including organizing consumption promotion activities, increasing economic contribution, expanding market entities, promoting Sichuan brands, optimizing the development environment, and strengthening organizational leadership. Sichuan will continue to promote to pioneer new e-commerce formats in China and strive to increase online retail sales by more than 10% throughout the year.
会上,县(市、区)、行业商会、电子商务基地、MCN机构、主播代表分别交流了发展情况和下阶段重点工作。21个市(州)商务部门分管负责人、13个省级电子商务新业态基地所在地的县(市、区)商务部主管部门、省电子商务协会、省网商创新发展促进会和电商处、外贸创新处、市运处、市建处、财务处等负责人参加会议。
At the conference, representatives from counties (cities and districts), industry associations of commerce, e-commerce bases, MCN agencies and live streamers exchanged views on the development and key work in the next stage. Attendees included persons in charge of the commercial departments of 21 cities (prefectures), the competent commercial departments from the counties (cities and districts) where the 13 provincial e-commerce new business bases are located, Sichuan Electronic Commerce Association, Sichuan Internet Business Innovation and Development Promotion Association, the E-commerce and Information Division, the Foreign Trade Innovation Division, the Market Operation and Consumption Promotion Division, the Market System Construction Division, and the Finance Division.
