Suining Economic and Technological Development Zone (referred to as "Suining Development Zone" or the "zone"), located in the main urban area of Suining City on the west bank of Fujiang River, was established in 1992 and upgraded to national status in 2012. The zone spans a planned area of 134 square kilometers with a built-up area of 26.5 square kilometers. It governs two towns (Xinqiao and Beigu) and five sub-districts (Jiulian, Jiahe, Guangde, Fuyuan Road, and Nanqiang), with a permanent resident population of 305,000, over 32,700 market entities, more than 5,600 enterprises, and 397 "four types" of enterprises above designated size. In 2023, it ranked 146th nationwide and 25th in western China in the evaluation of the comprehensive development level of national economic and technological development zones.

Regarding the zone's development, the zone has created 14 provincial-level business cards, including the National Demonstration Base for New Industrialization, National Pilot Park for Intellectual Property Pledge and Financing, National Innovation and Entrepreneurship Carrier for Integrated Development of Small-, Medium- and Large-sized Enterprises, National High-tech Industrialization Base for Basic Electronic Components, and China's Meat Canning Capital. Since 2024, it has been recognized as a specialized industrial cluster for SMEs in Sichuan Province.

In terms of location and transportation, the zone is located 128 kilometers equidistant from Chengdu and Chongqing and is the sole national economic development zone in the Sichuan-Chongqing integrated development pilot area. The zone is well-connected by expressways and railways, including the Chengdu-Nanchong Expressway and Chengdu-Chongqing Expressway. The Suining Railway Station, major expressway entrances, and a civil aviation training airport are all within the region. Products can be exported directly via international trains like the Chengdu-Xinjiang-Europe Express and Chongqing-Xinjiang-Europe Express. Five airports are accessible within a 1.5-hour drive, including Chengdu Tianfu International Airport, Chengdu Shuangliu International Airport, Chongqing Jiangbei International Airport, Mianyang Nanjiao Airport, and Nanchong Gaoping Airport. Upon completion of the Chengdu-Dazhou-Wanzhou High-speed Railway, the zone will be approximately 30 minutes from Chengdu Tianfu International Airport and about 7 hours from Beijing, Shanghai, Guangzhou, and Shenzhen.

For industrial development, the zone has developed a "2+1" modern green industrial system focusing on electronic information, food and beverages, and new energy. It has become a specialized park with a comprehensive electronic information industry chain in Sichuan Province, leading in PCB production capacity in western China and ranking top in meat canning. In electronic information, the zone has nurtured 62 enterprises above designated size, including Inno Circuits Limited and Lippxin, forming an integrated system of electronic materials, circuits, components, and intelligent terminals for upstream and downstream enterprises. This has made it a specialized park with the most complete electronic information industry chain in the province. There are 17 food and beverage enterprises above designated size in the zone, which has cultivated industry leaders like Goldkinn Foods and Meining, and attracted industry leaders such as Strong. It has created an industrial cluster featuring pig slaughtering, canned food, wine and beverages, earning the title "China's Meat Canning Capital". In lithium battery terminals, the "20 Gwh Power Lithium-ion Battery" project at Svolt Energy's Suining Base, with an investment of RMB 7.1 billion, has been completed and put into operation.

Regarding enterprise cultivation, there are 189 industrial enterprises above designated size, including 6 national specialized and sophisticated "little giants" that produce new and unique products, 34 provincial specialized and sophisticated SMEs that produce new and unique products, and 23 innovative SMEs. Three enterprises including Zhichao Technology were incorporated into the national digital transformation standard implementation pilot program. Hentai was recognized as a "small lighthouse" enterprise by MIIT. Strong was shortlisted for the list of national intelligent manufacturing demonstration factories and exemplary scenarios by MIIT. Strong, Goldkinn Foods and Meining were identified as the first batch of key enterprises for agricultural product processing to promote rural revitalization in Sichuan Province. Additionally, 22 municipal enterprise technology centers, including RUIJIEXIN, Hentai, and Quantaitang, have been established.

As for scientific research capability, a total of 55 enterprises, including Hentai and Meijiesen, have been recognized as national high-tech enterprises. Enterprises like Ruibao Electronics have been acknowledged as national technology-based SMEs, with 121 such SMEs registered. There are 14 engineering technology centers at or above the municipal level. In 2023, the reported R&D investment reached RMB 710 million. Moreover, there were 516 valid invention patents and 201 newly authorized patents, with technology contract transactions registered at RMB 340 million. The revenue of high-tech enterprises amounted to RMB 21.688 billion.

In terms of the business environment, The Public Bonded Warehouse has been completed and put into operation, further enhancing the zone's comprehensive foreign trade service capacity. It has implemented streamlined application procedures, such as "6 ones", "3+1", and "enterprise through train", improving the linkage mechanism for handling enterprise appeals. The zone has also established problem ledgers, taken action according to the plan, and enhanced cancellation management. As a result, the resolution rate of enterprise appeals has reached 100%, with a service satisfaction rate exceeding 98%. It has pioneered a city-wide "gig market" pilot program. Since 2024, 1,268 gig workers have been recruited, achieving a 100% recruitment rate. Leveraging the human resources service industrial parks in the Sichuan-Chongqing adjacent areas, 23 renowned human resources service agencies were introduced, 25 recruitment activities such as township tours were organized, and 1,719 employees were recruited.
