Geographic Advantages
The zone has obvious geographic advantages. Deyang National Economic and Technological Development Zone (referred to as "Deyang Development Zone" or the "zone") is strategically located in the heart of the Chengdu-Chongqing Economic Zone and the Chengdu-Deyang-Mianyang Economic Belt in Sichuan Province, 42 kilometers from Chengdu. It boasts a diversified three-dimensional transportation network integrating expressways, national highways, railways, intercity high-speed rail, urban ring roads, and trunk lines. It is just a one-hour drive from Chengdu Shuangliu International Airport, the under-construction Chengdu Tianfu International Airport, and Mianyang Nanjiao Airport, with direct access to Leshan Port, Luzhou Port, and Chongqing Port. The zone is planned to house the South Station for the Chengdu-Mianyang-Leshan Intercity Railway. Chengdu Qingbaijiang Western Railway Logistics Center, located just 20 kilometers from Deyang Development Zone, features Asia's largest railway marshaling yard and operates nine scheduled freight trains with fixed prices to coastal cities like Shanghai, Guangzhou, and Shenzhen. The weekly Chengdu-Europe Express Rail reaches Lodz, Poland in 12 days, taking one-third the time of sea-rail intermodal transport and costing one-fourth of air freight.
Leading Industries
The zone boasts strong industrial strength. It has developed a "1+1" advanced manufacturing cluster focusing on high-end equipment and electronic information. The zone hosts 156 industrial enterprises above designated size, including 110 equipment manufacturers like China National Erzhong Group, SINOMACH-HE, Dongfang Turbine, Dongfang Electric Machinery, Dongfang Electric Wind Power, Forge Future and Iron &Steel Research Gaoner. A high-end equipment industry cluster has been established here, featuring clean energy, aviation, gas turbines, metallurgy, rail transit, new energy storage, and high-temperature alloys. The zone leads globally in power generation equipment output and has developed significant national projects such as the world's largest 80,000-ton die forging press, key components for the C919 jetliner, the first "Hualong One" nuclear power unit, the world's first unit of over 1 million kW in Baihetan Hydropower Station, China's first F-class 50 MW heavy-duty gas turbine, the 18 MW world's largest offshore wind turbine, and the largest 500 MW impulse water turbine. Major projects such as CCTC, Jiangsu Hengtong Group, HXKP, and Shuxin Power Semiconductor have been attracted and implemented. Together with Dongfang Electric Autocontrol Engineering and INJET, these enterprises have formed an RMB 10-billion electronic information industry cluster.
Vision
Positioned in the new development stage, Deyang Development Zone will uphold the new development philosophy and construct a new development pattern. Following the path of building top-tier industrial clusters, fostering leading innovation capabilities, constructing first-class modern cities, and creating an outstanding development environment, it aims to establish an RMB 200-billion-level modern national economic and technological development zone.
Urban Construction
The city is ecologically livable. The zone has planned and developed a park city based on the integrated development of "people, city, industries, and landscapes." It aims to promote the transformation from "south of the city" to a "southern city" through a model incorporating urban design, regulatory plan revision, and area renewal. Currently, the planned urban construction area is 54 square kilometers with a built-up area of 45 square kilometers. Several city parks, including Liushaoyan Wetland Park, Jingnan Wetland Park, and Deyang South Park, have been developed, covering 1,980 mu (132 hectares). The urban green coverage rate has reached 39.8%, with per capita park green space at 20.1 square meters. The 10-kilometer Jinghu Lake Ecological Gallery, Jinghu Boat Cruise, and Jinghu Bird Watching highlight the beauty of green ecological parks.
Public Supporting Facilities
The zone is equipped with improved supporting facilities. Deyang Development Zone features a transportation network incorporating eight horizontal and eight vertical roads, with comprehensive planning and scientific layout of communication facilities, optical cables, water supply, power supply, gas supply, and rainwater and sewage pipelines. Deyang is a major natural gas production area, with Xinchang Gas Field being one of China's top 10 gas fields. The zone uniformly provides enterprises with the construction conditions of "eight accesses and one leveling". It has formulated a package of measures to ensure the availability of land, water, electricity, refined oil, natural gas, logistics services, transportation, and labor at a low cost. The zone features a range of public service facilities including schools, hospitals, hotels, and residences, catering to diverse consumption needs in education, healthcare, living, conferences, and entertainment.
