Mianyang Economic and Technological Development Zone (hereinafter referred to as "Mianyang Development Zone" or the "zone") was established in August 2000. In February 2012, it merged with the Modern Agricultural Science and Technology Demonstration Area of China (Mianyang) Science and Technology City and was upgraded to a national economic and technological development zone in October of the same year. Mianyang Development Zone, with Tangxun Sub-district and Songya Town under its jurisdiction, covers a total area of 65 square kilometers, with 45 square kilometers included in the urban control plan. The built-up area is 27.32 square kilometers. The zone is home to a population of about 167,000 and over 200,000 permanent residents according to the seventh National Census. Mianyang Development Zone has been recognized as a national green industrial park, an excellent industrial park in Sichuan Province, and a new industry demonstration base. It houses Sichuan's first chemical industrial parks, a national distinctive industrial cluster of SME connectors, and a provincial SME cluster of core parts for intelligent home appliance terminals. The zone is advancing towards the goals of accelerating the construction of an RMB 100-billion-level industrial park, ranking among China's top 50, and establishing a demonstration zone for high-quality development in western China. In the first half of 2024, its GDP grew by 9.6%, local general public budget revenue by 44.9%, total industrial output value above designated size by 11%, and total fixed asset investment by 14.1%.
Mianyang Development Zone has clear development strategies and competitive industries. Adhering to the blueprint, the zone stays true to its original aspiration and fulfills its mission to grow into an "advanced manufacturing cluster and regional economic growth pole." Giving full play to the leading role of new industrialization and upholding the guidance of scientific and technological innovation, it focuses on the real economy for economic development and aims to build a modern industrial system centered on advanced manufacturing. This requires efforts in exploring the integration of industrialization and information technology, manufacturing and services, and industry-city integration. The zone focuses on three leading industries, including intelligent terminals, new functional materials, and intelligent equipment, along with two specialty industries of fine chemicals and electronic components. Moreover, it has made strategic deployment for the nuclear health industry.
Mianyang Development Zone benefits from unique location advantages and abundant production factors. It is approximately 2 kilometers from the city center and over 5 kilometers from Mianyang Railway Station. The zone is accessible via the Mianyang Second Ring Road, the Chengdu-Chongqing Ring Expressway (G93), the Chengdu-Mianyang-Guangyuan section of the Beijing-Kunming Expressway (G5), and the Jiuzhaigou-Mianyang Expressway. The Mianyang Nanjiao Airport, located within the zone, offers 55 routes to 41 cities, including Beijing, Shanghai, Guangzhou, and Shenzhen. The Nanhu Bus Station operates 44 inter-city lines with a daily dispatch of 240 buses. The zone has ample land resources and streamlined land supply procedures. Infrastructure, including water, electricity, gas networks, and road framework, is fully developed. The area has a daily water supply of 93,000 tons, a daily gas supply of 3 million cubic meters, three sewage treatment plants with a daily capacity of 410,000 tons, one 220 kV substation, and four 110 kV substations. It has established a 212,000-square-meter electronic manufacturing industrial park, a 97,000-square-meter biomedical industrial park, an 82,000-square-meter advanced manufacturing service center, a 42,000-square-meter Changhong Packaging and Printing facility, a 24,000-square-meter precision manufacturing industrial park, and a 233,000-square-meter smart home industrial park. The zone is accelerating the construction of a 26,000-square-meter intelligent logistics industrial park and approximately 200,000 square meters of the Connector Industrial Park in China (Mianyang) Science and Technology City. It adopts the market-oriented development model involving both the Management Committee and companies, hosts Xinyao Group, a platform company with an AA+ corporate credit rating and annual financing of RMB 4.5 billion, and collaborates closely with investment platforms such as SDIC and Mianyang Investment. The area is home to multiple financial branches including the Industrial and Commercial Bank of China, Agricultural Bank of China, China Construction Bank, and Bank of China, meeting the comprehensive financing needs of enterprises.
Mianyang Development Zone features a robust innovation system and an excellent entrepreneurial environment. It actively supports the development of the Mianyang National Science and Technology Innovation Pilot Zone, leveraging 18 national scientific research institutes such as the China Academy of Engineering Physics and innovation platforms like "University Town on Cloud" and "Science &Technology City on Cloud." It continues to enhance the cultivation of innovative entities led by key enterprises such as Changhong and Lier Chemical. It benefits from the Zhongguancun Science Park Policy and four pilot policies for national independent innovation demonstration zones, along with 19 provincial economic management authorities granted by the People's Government of Sichuan Province to China (Mianyang) Science and Technology City. In 2023, Huafeng Technology within the zone became the first enterprise in Mianyang to list on the SSE STAR Market, and the first medical cyclotron of Longevous Beamtech, a Chinese enterprise, was exported overseas. The all-staff employment system reform has been fully implemented, resulting in a streamlined management system, enhanced operational efficiency, and significantly improved service awareness of cadres in the zone. The business environment has been continuously optimized, with steady progress in the reform of streamlining administration, delegating power, improving regulation, and upgrading services, and over 1,400 matters have been centrally handled. Furthermore, the zone has strengthened factor guarantees, improved the project service mechanism, and received high praise from enterprises for its concept of "avoiding interruption and responding to all needs" and the construction of a specialist service system for projects.
Mianyang Development Zone boasts a beautiful living environment, characterized by the harmonious integration of industry, city, and people. The Fujiang River, Mianyang's mother river, converges with the Anchang River and Furong Stream within the zone, forming Sanjiang Lake, which spans 5 square kilometers. Encircled by Bijia Mountain and Jinguang Mountain, the lake creates a picturesque landscape of interdependent mountains and waters. Leveraging its scenic environment, the zone has actively advanced urban road upgrades and municipal landscape construction. The urban green space now covers 2.23 million square meters, and the development of the Chengnan New District integrating industry, city, and people is progressing rapidly. There are two higher education institutions, one private high school, and six public compulsory education schools in the zone. The Mianyang Talent (Sanjiang Qihang) Primary School, currently under construction, is set to open in autumn 2024. Additionally, there are 44 medical facilities, including hospitals and health centers. Sanjiang Hospital, built to Grade A tertiary standards, and the Mianyang Hospital of TCM in the Mianyang Development Zone are expected to be put into operation in 2024. The city's consumption and entertainment venues are increasingly enhanced. The automobile trading circle features over 40 4S stores for mid to high-end vehicles. The Viewing Style Block, Venice Style Block, and Wanda Golden Street along Fubin Road have gained popularity. Upgraded venues like Shiguangli and Jinnan Paradise Walk, along with regular events such as the Auto Carnival, Rice Noodles Festival, and concerts, are regularly organized, boosting the zone's commercial service industry. In the Detailed Regulatory Planning for the Xiaojian Area in Mianyang Development Zone issued and implemented in 2019, the area was designated as an "advanced manufacturing demonstration zone and an ecologically livable new city." Moving forward, Mianyang Development Zone aims for a broader industrial scope, an improved business environment, and brighter development prospects, rapidly shaping into a vibrant, modern urban area with thriving industries and ecological livability.
