
On September 11, the Provincial Economic Operation Work Promotion Meeting was held in Chengdu, focusing on analyzing and evaluating the economic situation, followed by organizing and arranging the current economic tasks. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, attended and addressed the meeting. He emphasized the need to thoroughly study and implement the spirit of the important instructions issued by General Secretary Xi Jinping and the decisions and plans made by the Party Central Committee, gather momentum and face challenges head-on, devote all efforts to boosting economic growth and advancing construction progress, unwaveringly accomplish the economic and social development objectives and tasks for the year, take on the responsibility of a major economic province, and strive to make significant contributions to the national overall development.
Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, outlined the plans for achieving the annual economic objectives and tasks. Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, attended the meeting.

In his address, Wang Xiaohui acknowledged the dedication of all regions and departments throughout the province to focusing on economic construction and pursuing high-quality development since the beginning of the year. He noted that General Secretary Xi Jinping and the Party Central Committee have repeatedly emphasized the need to unswervingly accomplish the annual objectives and tasks for economic and social development, requiring the major economic provinces to take on their significant responsibilities and make more substantial contributions to stabilizing the national economy. Sichuan, as a major economic province in the western region, holds an important and unique position in the national development landscape. Sichuan must bear in mind the country's most fundamental interests, take concrete actions to shoulder the important responsibility of maintaining growth stability, and harness its development momentum to serve the overall stability of the country. Since the beginning of this year, the province has faced sustained economic pressures. To achieve the annual economic growth target, we must confront challenges head-on, recognize the weight of our responsibilities, and strive with maximum effort to secure the best possible outcomes. There are now over three months left until the end of the year. The central authorities' policies and measures, such as further deepening reform comprehensively, actions facilitating large-scale equipment renewals and the trade-ins of consumer goods, and initiatives supporting the implementation of major national strategies and building up security capacity in key areas, are subsequently landing and demonstrating tangible effects, offering a critical window of opportunity for us to catch up on progress and offset losses. We must clearly recognize and consistently believe that the long-term positive fundamentals of China's economy remain unchanged and that the strong resilience, great potential, and ample vitality demonstrated in Sichuan's economy remain unchanged. By seizing and making the best use of policy opportunities and racing against time, we are certain to drive the province's economy toward steady progress and improvement for the better.
Wang Xiaohui emphasized the need to elevate our political awareness and proactively take on responsibilities. This year marks the 75th anniversary of the People's Republic of China and is a crucial year for achieving the objectives and tasks laid down in the 14th Five-Year Plan. Consequently, the effective delivery of economic work holds immense importance. In the face of the current grave and intricate economic situation, we must firmly assume the political duty of ensuring economic stability, place top priority on making all-out efforts to boost economic growth and advance construction progress, and view the pursuit of development as a critical demonstration of our commitment to unwaveringly upholding the "two affirmations" and resolutely delivering on "two upholds", striving to present a satisfactory performance report to General Secretary Xi Jinping and the Party Central Committee.
Wang Xiaohui pointed out the need to firm up our confidence and resolve and rally our efforts toward achieving the annual objectives and tasks. This year's expected target of around six percent economic growth for the entire province has been set with consideration of both current and long-term interests, as well as needs and possibilities. This target serves as a legally binding "task list" and also a "military order" issued by the provincial Party committee and government to the Party Central Committee and the people of the province. We must dedicate our utmost efforts to delivering it. All regions and departments should maintain an unwavering focus on the goals, adopt extraordinary measures, conduct their work in an in-depth and meticulous manner, endeavor to achieve "acceleration" and "new milestones" in the latter half, strive for superior performance in the third quarter compared to the second, and in the latter half of the year compared to the first, and with full commitment, race towards accomplishing the annual goals and tasks.
Wang Xiaohui pointed out the need to exert targeted and effective efforts to promote sustained economic growth and recovery. It is essential to ramp up efforts with a close focus on project investments, launch campaigns on strategic planning and the effective execution of projects in a concentrated manner, make the most of the "golden periods" of September and October for construction, and further tap into potential and generate increment. Efforts are required to elevate the quality and efficiency of consumption, conduct follow-up assessments of policies designed to stimulate consumption, support the sound development of the real estate market, and continually increase the appeal of cultural and tourism-related spending. We need to maintain the scale of foreign investment and foreign trade, ensure the effective implementation of the national policies on expanding the encouraged categories for foreign direct investment and easing market access restrictions, employ list-based and project-based methods to follow up key foreign trade incremental projects, strive to secure orders and preserve production capacity. Work should be done to propel the stabilization and resurgence of the three industries, ensure a prosperous autumn harvest and planting in agriculture, implement robust measures to drive the transformation and upgrading of industries, reinforce the supporting role of traditional advantageous industries, sustain the growth trajectory of the industrial economy, and foster the prosperity of the service sector. We need to spare no effort to help businesses overcome difficulties and solve problems, think from the perspective of the enterprises and address their urgent needs, continue to optimize the business environment, boost market confidence, and fully stimulate the vitality of market operators.
Wang Xiaohui pointed out the need to prepare for worst-case scenarios and implement concrete measures to prevent and defuse risks. We must diligently act with an unfailing sense of responsibility at all times, integrate safety throughout the entire process of economic and social development, and effectively prevent and defuse risks in key areas such as fiscal and finance, energy supply, ecological and environmental protection, workplace safety, disaster prevention and mitigation, and social stability. We must categorically reject GDP growth that comes at the cost of lives or ecological destruction. Authenticity and reliability of data are the red lines that cannot be crossed in economic work. It is crucial to ensure the quality of statistical data, thereby guaranteeing that it accurately and promptly reflects actual economic activities.
Wang Xiaohui pointed out the need to strengthen organizational efforts and leadership and to ensure the rigorous implementation of work tasks. Provincial leaders should engage closely with their contact cities and prefectures to conduct supervision and provide assistance in resolving the issues at hand. Provincial departments must fulfill their respective roles and duties, actively explore the potential for economic growth, and enhance supervision to promote implementation. Cities and prefectures must proactively take on their responsibilities. Chengdu should firmly assume the role of the ballast and primary driving force in the province's economic landscape; regions with rapid development should work to sustain their positive trends; and cities experiencing slower growth and those with significant declines in key indicators must strive to recover lost ground and accelerate their progress. Together, we foster a strong, unified effort to drive the progress of our initiatives. Leading officials, particularly heads of leadership teams, must have a firm grasp of economic issues, persistently focus on critical aspects down to the end, and ensure that responsibilities are strictly and fully implemented at all levels.
Wang Xiaohui emphasized that while effectively managing this year's tasks, it is crucial to strategically plan for next year's economic endeavors with a forward-looking approach. We should proactively align our initiatives with the situation assessments, policy preferences, and work orientations made by central authorities, scientifically devise the anticipated objectives and primary tasks for the coming year in conjunction with local and departmental specifics, make sufficient preparations and move faster to arrange for the policies, work, and projects that can be initiated or landed early. Efforts should be concurrently directed toward the preliminary work relating to the 15th Five-Year Plan (2026-2030), conducting solid research and engineering validation for major issues, projects, and initiatives, and ensuring more of these elements are included in the national framework.
Shi Xiaolin arranged for related work. She emphasized the need to take concrete actions and establish a closed-loop workflow, ensure a high-quality delivery on all key tasks, roll out more targeted efforts in advancing the primary, secondary, and tertiary industries, solve prominent issues, shore up weaknesses and shortcomings, and work diligently toward achieving the set objectives. It is necessary to further strengthen the "three engines" of economic growth, work to effectively utilize opportunities, coordinate resources, and integrate policy measures, and thus effectively translate our efforts into a greater pull effect on economic development. We need to collaborate and tackle challenges collectively, employing strategies of reform and innovation to bolster our collective drive for development. It is necessary to harness the principal role of enterprises in sci-tech innovation, industrial advancement, and job creation, enhance the whole life cycle management of key projects, develop a full-chain service system for the application of sci-tech outcomes, establish a coordinated mechanism for advancing clustering and strengthening chains in key industries, leverage information and digital technologies to empower economic governance, and improve our public service system with a people-centered approach. We need to take a proactive approach and steadfastly stick to the bottom lines, solidly manage initiatives concerning workplace safety and disaster prevention and mitigation, coordinate the efforts in preventing fiscal and financial risks, and decisively win a positive turnaround in consolidating and expanding our achievements in poverty alleviation, as well as in pollution prevention and control, so as to guarantee high-quality development through high-level safety.
During the meeting, Dong Weimin, a Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, made specific arrangements for bolstering the support of factors in key sectors and exerting full efforts to maintain growth.
