On March 17, a teleconference on the implementation of the policy to stabilize growth of Sichuan Province was held in Chengdu. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the conference. He emphasized to conscientiously learn and implement the guiding principles from the major speeches made by General Secretary Xi Jinping at the Central Economic Work Conference and the national Two Sessions, put in place the strategic plans from the report on the work of the government, improve the political stance, enhance the sense of crisis and urgency, follow a target-oriented and down-to-earth approach, overcome difficulties and get the first quarter off to a good start to ensure the annual steady growth.


As Huang Qiang said, the global situation remains ever-changing and there are more risks and challenges facing China and Sichuan to develop. First, it is paramount to do a good job in stabilizing growth. Efforts should be made to maintain strategic focus, assign more importance to stabilizing growth, ensure thorough and meticulous implementation, remain pioneering and hardworking, and strive to accomplish annual development goals and tasks.


Second, it is necessary to seize the opportunities presented by major policies. Solid work should be done to implement national policies down to detail and in a flexible way, formulate a package of provincial measures to stabilize growth as soon as possible and develop more projects that contribute to national overall development. Third, it is important to promote investment and development. Efforts should be made to accelerate the construction of traditional infrastructure, strengthen the construction of new infrastructure, and ease restrictions on the market entry of private enterprises; promote the construction of 700 provincial key projects, speed up the implementation of major projects for the 14th Five-Year Plan, and accomplish more tangible achievements; stick to "weekly monitoring, monthly scheduling, and quarterly check" and ensure a more reliable energy supply and better financing services for project-specific land. Fourth, it is necessary to improve industrial development efficiency. Efforts should be made to ensure steady output and supply of grains, beans, and live pigs, accelerate developing strength in manufacturing, promote the development of demonstration and pilot projects for key cities and competitive industries with local characteristics, promote the formation of a modern service cluster and develop the strength in modern services at the county level, and boost the development quality of culture and tourism industries. Fifth, it is necessary to improve market entities in both quantity and quality. Solid work should be done to implement a series of favorable policies for enterprises such as reducing burdens and addressing difficulties and introduce new combined tax and fee support policies; deepen the "At Most One Visit" reform on the premise of "Processing on One Platform", and crack down on such illegal behaviors as counterfeit and shoddy products; strengthen the implementation of the action plan of upgrading the output value of large groups and enterprises to the ten-billion-yuan level or the hundred-billion-yuan level. Sixth, it is necessary to promote innovation, advance reform, and expand opening-up. Positive efforts need to be made to implement the ten measures on advancing technological and scientific innovation and realize breakthroughs in key and core technologies; bring the implementation of the three-year action plan for reform of state-owned enterprises to a good end and complete the "second half" of the two reforms; put in place the ten measures on advancing opening-up, establish a higher-level, denser, and connected transportation network that integrates railway, highway, waterway, and airway, and carry out the action plan of "import year".


Moreover, Huang Qiang required efforts to have a full understanding of the challenging and complicated epidemic situation, take scientific, well-targeted, and comprehensive prevention and control measures, and build a strong defense line against the virus. In the meanwhile, he also asked to learn lessons, ensure that industry overseers, business overseers, and production and operation overseers must oversee safety, hold to the bottom line of safety and the ecological red line, and create a favorable environment for stabilizing growth.


At the conference, representatives of Sichuan Provincial Development and Reform Commission, Sichuan Provincial Department of Finance, Sichuan Provincial Department of Natural Resources, and Chengdu Branch of the People's Bank of China delivered speeches around project investment, finance and taxation, land factor guarantee, and financial matchmaking and implementation; representatives of Chengdu, Yibin, Nanchong, and Panzhihua municipal governments gave speeches on promoting local steady economic growth.


Li Yunze, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province, presided over the conference and Luo Qiang, Vice Governor of the People's Government of Sichuan Province, attended the conference. The principal persons from relevant provincial departments, as well as governments of cities (prefectures) and counties (county-level cities and districts) also attended the conference.
