To implement the deployment requirements of the Sixth Plenary Session of the 12th CPC Sichuan Provincial Committee on "Formulating a Management List for Data Export of the Pilot Free Trade Zone" and to coordinate and advance related preparatory work, the Sichuan Provincial Department of Commerce (China (Sichuan) Pilot Free Trade Zone Office) organized China (Sichuan) Pilot Free Trade Zone Cross-Border Data Flow Progress Special Meeting on the morning of October 29. Wu Ge, a member of the Leading Party Member Group of the Sichuan Provincial Department of Commerce and Deputy Director of the China (Sichuan) Pilot Free Trade Zone Office, attended the meeting and made work arrangements.
During the meeting, functional departments (units) including the Office of Cyberspace Affairs Commission of the CPC Sichuan Provincial Committee, the Sichuan Provincial Development and Reform Commission (Big Data Bureau), and the Sichuan Provincial Big Data Center presented the preliminary situation and considerations for promoting cross-border data flow. The Institutional Innovation Department of the China (Sichuan) Pilot Free Trade Zone Office, the Institutional Innovation Department of the Chengdu Municipal Bureau of Commerce, and various blocks of the Tianfu New Area of China (Sichuan) Pilot Free Trade Zone reported on the relevant groundwork. The Sichuan Society of Commercial Economy focused on national institutional design and provided explanations on the negative list for data export already released in the China (Beijing) Pilot Free Trade Zone and China (Tianjin) Pilot Free Trade Zone.
The meeting emphasized that promoting data export is an implementation of the spirit of the Third Plenary Session of the 20th CPC Central Committee, which called for the establishment of an efficient, convenient, and secure cross-border data flow mechanism. It is a concrete measure to implement the spirit of the Sixth Plenary Session of the 12th CPC Sichuan Provincial Committee and a practical necessity to promote high-quality development in related industries based on the lawful, orderly, and free flow of data. Since its inception, the Pilot Free Trade Zone has been entrusted with the honorable mission of testing systems for the country, making it imperative to pragmatically promote data export in the zone. The China (Tianjin) Pilot Free Trade Zone and China (Beijing) Pilot Free Trade Zone have already set a good example. The China (Sichuan) Pilot Free Trade Zone will also actively explore the "Sichuan Path" for data export, combining the actual development of industries in the zone, and strive to lead in this work. All provincial functional departments must raise their political awareness, fulfill their responsibilities, and work together to accelerate progress. The China (Sichuan) Pilot Free Trade Zone Office must plan meticulously, coordinate the various areas and blocks of the zone, and actively conduct preliminary research, surveys, and publicity to lay a solid foundation for this work.
