Recently, according to the spirit of economic work conferences by the CPC Central Committee and CPC Sichuan Provincial Committee and the relevant deployment requirements, the Sichuan Provincial Department of Commerce (SPDC) proposed measures to further promote the innovative development of national economic development zones across Sichuan and give full play to the demonstration role of open platforms in stabilizing foreign trade and foreign investment.

First, strengthen the demonstration of stabilizing growth in foreign trade. Centering on the action of "stabilizing growth" and "Year of Foreign Trade Import" for provincial foreign trade development, we will give full play to the role of open platforms and strive to make more contributions to stabilize foreign trade.

Second, strengthen the demonstration of stabilizing foreign investment. In compliance with the Foreign Investment Law and its implementing regulations and other laws, regulations and policies, we will further expand the fields of opening up with advantages of platforms, carry out various flexible investment promotion activities around leading industries and advantageous industries, actively undertake industrial transfer, expand the actual use of foreign capital increment, improve the utilization of foreign capital, and serve foreign-invested enterprises well to stabilize the stock of foreign investment.

Third, cultivate modern industrial clusters. With a focus on the real economy in developing economic development zones, we will accelerate the establishment of a modern industrial system embracing electronic information, equipment manufacturing, energy and chemicals, advanced materials, food and beverage, and the digital economy, to promote the integrated development of advanced manufacturing and modern service industries.

Fourth, maintain the stability of the industrial chain and supply chain. We need to strengthen the important role of industrial agglomeration in national economic development zones in stabilizing the chain, supplementing the chain, consolidating the chain and strengthening the chain, to keep all links of the industrial chain and supply chain smooth and controllable and make them safer and securer.

Fifth, promote green and low-carbon development. To fully implement the new development philosophy, it is necessary to accelerate the shift to green development and promote the coordinated advance of high-quality economic development and high-quality environmental protection.

Sixth, deepen the reform of the system and mechanism. With a focus on the main responsibilities and businesses of open platforms and economic development zones, a streamlined and efficient management system and operation mechanism with clear powers and responsibilities should be built to promote the reform of "delegating power, streamlining administration, and optimizing government services" and continuously optimize the business environment.

Seventh, increase policy support. Policies and measures already introduced by governments at all levels to help enterprises should be implemented and made good use of. Enterprises should also support and explore policies and measures in line with their own realities.

Eighth, do a solid job in basic work. To welcome the 20th CPC National Congress and the 12th Sichuan Provincial Party Congress with outstanding achievements, we need to do a good job in the basic work such as comprehensive evaluation and rectification, standardized construction of statistics and operation analysis, strengthen coordination and cooperation, attach importance to work safety and environmental protection, and promote epidemic prevention and control and economic and social development on a regular basis.
